Nuffic is offering an opportunity for Dutch training providers to organise a knowledge exchange programme in the field of Port Management & (green) hydrogen for staff members of the Ministry of Energy & Minerals (MoEM) and representatives of other relevant organisations in Oman as part of the MENA Scholarship Programme (MSP).
The Sultanate of Oman represented by the energy sector and the Ministry of Energy and Minerals (MoEM) is interested in the production of green hydrogen and becoming the world leading producer. It enjoys several advantages such as the combination of solar and wind energy, availability of extended lands, in addition to its long experience in energy production, export and its centrality in markets and international trade routes. This will contribute to achieve Oman’s plans to be an important centre for green hydrogen production and exportation as well as reaching net zero emissions by year 2050.
To be in line with the global transformation into lower carbon economies, and the wider usage of green hydrogen to generate electrical power and provide thermal energy, the Ministry in coordination with its partner work on:
- Accelerate the regulation of the sector, which requires to develop the legal frameworks and necessary polices for the sector.
- Allocate the geographic areas for green hydrogen production.
- Localise this technology and conduct studies.
- Include a Directorate General within the Ministry in charge of renewable energy and green hydrogen.
- Establish a company for the development of this promising sector.

- Provide an in-depth understanding of the role of and demand for hydrogen in the Dutch energy landscape.
- Equip participants with the knowledge of current technological advancements and their applications.
- Intensify relationship between the Netherlands and Oman in the field of Port Management and (green) hydrogen.

Funding Information
- Budget: 75.000 Euro.
Suggested Location and Timing
- Approximately 2 – 3 days training in Oman to provide the first part of the training on production & export, get to know the group and finetune the training goals together.
- 1 week training in the Netherlands including field visits to relevant organisations in the Netherlands.
- Approximately 1-2 days training in Oman or online to follow-up on the training results.
- Suggested training dates: between November 2024 and February 2025. Can be determined together with all parties involved once a training provider is selected.
Training Participants
- 15 persons working at the middle and operational level at different governmental Omani organisations.
- They especially encourage women to take part in knowledge exchange activities of the Mena Scholarship Programme, the aim is a percentage of 50%. For this training at least 30% of the participants should be female.
Eligibility Criteria
- This call is open for Dutch training providers who:
- are interested in a cooperation with Oman in the field of Port Management & (green) hydrogen;
- have a track record of providing training in the suggested topics
- have experience in Oman or in a comparable country in the region;
- are interested in providing training in Oman and in the Netherlands;
- agree with the MSP TMT Grant Conditions;
- meet the general criteria.
