The Office of Planning, Research, and Evaluation (OPRE) within the Administration for Children and Families (ACF) is soliciting applications for a 5-year cooperative agreement that will fund a Center to Support Research and Evaluation Capacity of Child Care Development Fund (CCDF) Lead Agencies.
The Child Care and Development Fund (CCDF) is a multibillion-dollar federal and state partnership administered by the Office of Child Care (OCC) within the Administration for Children and Families (ACF) dedicated to providing access to affordable, high-quality child care to low-income working families.
CCDF improves the quality of care to promote children’s healthy development and learning by supporting child care licensing and quality improvement systems to help programs meet higher standards and by supporting child care professionals to attain more training and education.
Goals
- The Center will pursue three key goals:
- Building Research and Evaluation Capacity among ACF-Sponsored Research Partnerships: Strengthen capacity among child care policy research partnerships and other OPRE-sponsored research projects to conduct rigorous research and evaluations of child care and early education policies by supporting communication, shared learning and coordination across sponsored research projects.
- Communicating Research: Share knowledge gained from sponsored research projects and translate insights and best practices in data, research, and evaluation through a variety of products and resources for the field.
- Advancing Research: Generate knowledge for the field by synthesizing evidence and analyzing data and information.

- Public and State controlled institutions of higher education
- Small businesses
- City or township governments
- Native American tribal organizations (other than Federally recognized tribal governments)
- Native American tribal governments (Federally recognized)
- The applicant eligibility is unrestricted. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity.
