The Department of Social Affairs of the Department of Social Policy of the Kharkiv City Council has announced a competition to identify social projects (measures) developed by social society institutions, for the implementation (implementation) of which in 2021 will provide financial support from the budget of Kharkiv.
The competition is held in the framework of the Program to promote safe living in the field of social protection of the population of Kharkiv for 2021-2025. Competition for the definition of social projects (measures) developed by civil society institutions of social orientation, for the implementation (implementation) of which financial support is provided from the budget of the city of Kharkiv, approved by the 31st session of the Kharkiv City Council 7th convocation.
The purpose of the competition is to develop a partnership with social institutions of social orientation and involve them in solving social problems of target groups of the city of Kharkiv, providing social services in accordance with the identified priority areas.
Priority Tasks
Tender proposals submitted to the tender should be aimed at solving the following priority tasks:
- Introduction of innovative social technologies for rehabilitation and adaptation to society of people with disabilities.
- Development of an urban network of early intervention to provide services to children.
- with developmental disabilities and families raising them.
- Providing social assistance and support to war veterans.
- Accompanying people with disabilities in order to ensure their livelihoods.
- Providing social and psychological support and counseling to families.
- Organization of assistance to victims of domestic violence and / or gender-based violence, including emergency response.
- Providing assistance to homeless and homeless citizens.
- Social and psychological assistance and support to socially vulnerable segments of the population of the territorial community who find themselves in a difficult life situation (including addicted to psychoactive substances).
- Providing legal assistance to socially vulnerable groups.
- Implementation of measures to improve the quality of social services.
- Social rehabilitation and involvement of the elderly in active participation in the public life of the city.
Funding Information
- The amount of funding for one project (event) from the budget of the city of Kharkiv in one of the areas is up to 100 thousand UAH.
Activities
- provision of social services;
- conducting seminars, conferences, round tables, etc. (taking into account the norms of current legislation, including the requirements for quarantine measures to prevent the spread of COVID-19). This list is not exhaustive.
Criteria
Social civil society institutions are not allowed to participate in the Competition if:
- the information specified in the tender proposal does not correspond to the information about the institute of civil society of social orientation, which is contained in the open state registers or contains inaccurate information about the institute of civil society of social orientation;
- the Institute of Social Society of Social Orientation refused to participate in the Competition by sending an official letter to the Office;
- the institution of social society of social orientation is in the process of termination;
- the tender proposal was submitted after the deadline set by the Office for submission of tender proposals;
- the institute of social society of social orientation does not meet the requirements of item 2.6 of the Regulations;
- the fact of violation of the requirements of the budget legislation by the civil society institution during the two previous budget periods with the application of a measure of influence for such violation (except for a warning) was established;
- social project (event) does not meet the priorities of the Competition;
- the institute of social society of social orientation is not registered in Kharkiv;
- the social project (event) specified in the tender proposal does not correspond to the city level of implementation (realization), or its measures are not targeted at the residents of Kharkiv.
