The UK’s Department for International Development (DFID) is currently seeking applications for Tackling Deadly Diseases in Africa Programme, a 44 month flagship programme for DFID’s Africa Regional Department.
Following the Ebola crisis and various outbreaks since then, DFID is using learning from these and its regional preparedness programme to deliver on its commitments on global health security. DFID’s interventions during the Ebola crises and in other public health emergencies have contributed to a common understanding of the weaknesses in African health systems and the international health architecture. The programme proposed here aims to address a number of challenges that limit the effectiveness of responses to disease outbreaks.
The TDDAP will focus on building the ability of their partner countries and institutions to prevent and respond to the health emergencies presented by exceptional outbreaks of diseases like Ebola, Zika and yellow fever. However, the programme also recognises that health systems – and populations themselves – are weakened by ‘everyday’ diseases that remain rife in Africa. Consequently, the programme will take an approach that both strengthens health systems in a long-term and non-disease specific way, alongside building surge capacity to respond to particular high-risk epidemic diseases. The focus of interventions will vary according to epidemiological patterns, country and institutional need with the programme retaining the ability to adapt to respond to emerging public health crises. To meet their Manifesto Commitments the programme will place a particular emphasis on activities that support malaria prevention and eradication. Alongside this, DFID will support approaches to improve governance and accountability to ensure that Governments and health institutions do what is required for citizens.
Thematic Areas
To ensure that there is reduced impact of deadly diseases on the lives of people of Africa, the programme will be structured around the following areas of work:
- Working with regional and international health institutions to help them clarify their mandates and roles, develop and implement a robust set of international health policies and programmes, and establish adequate capacity for preventing and responding to health emergencies.
- Supporting their partner countries to make sure that their national health systems are resilient, responsive, accountable and on-track to meet the standards set out in the International Health Regulations.
- Ensuring that governments and regional health institutions are held to account for the prevention of health emergencies, delivery of quality health services and proper management of health budgets.
- Gathering accurate data and evidence to inform responses to infectious diseases by African governments and international partners.
- Contributing to the establishment of rapid response standing capacity in Africa able to provide surge response to tackle disease outbreaks.
