DFID: Transparency and Accountability for Inclusive Development (TAcID) in Mozambique

USAID: Rule of Law and Anti-Corruption Activity in Kyrgyz Republic

The UK’s Department of International Development (DFID) is currently seeking applications for its programme entitled “Transparency and Accountability for Inclusive Development (TAcID) in Mozambique.”

The UK’s wider engagement and DFID’s portfolio in Mozambique have been working towards stronger civil society, greater citizen participation and influence in public services and improved state-society relations over the last decade with some successes and significant lessons learnt. The TAcID programme draws on these lessons to take forward a set of interventions with stronger linkages to other programmes in their DFID portfolio and cross-HMG initiatives for impact.

The UK will provide up to £10 million over the next six years, to a range of initiatives that will work with citizens, civil society, communities, the media, service users and providers, and state authorities at local, provincial and national level. Programme funding may increase if other partners join the programme, therefore Service Providers (SP) should have the capacity to scale up if necessary.

Areas of Work

  1. Improving the quality of basic services (£7m): They will support initiatives to strengthen civic engagement and accountability in the provision of basic services at local, provincial and national level. These will include a range of initiatives, from community monitoring of services through scorecards and social audits at the facility level to national evidence-based advocacy for improved policies, planning and budget allocations to key services. Their programme will link up with and leverage their ongoing and future interventions to increase access to services (eg health; water, sanitation and hygiene/WASH; nutrition and social protection). A combination of grants, technical expertise, facilitation, media, campaigns, and innovative pilots will be used to drive change on chosen sectors/issues. For the purposes of this tender this pillar is the focus of delivery will be delivered through a contract with a SP who will be selected through a competitive procurement tender process.
  2. Promoting transparency and fighting corruption: They will work with Mozambican civil society organisations promoting transparency and integrity and combatting corruption through research and advocacy. This will be deliverd through an accountable grant with the local chapter of Transparency International, the Centre for Public Integrity (CIP). And they will explore the possibilities of providing short-term, targeted assistance to government and state authorities, procured by using DFID’s local contracting processes, in support of their policy engagement on this area. These activities will directly complement their work on natural resource management and their new economic governance programme that will focus on strengthening core government functions.

Both pillars will take a politically-informed, adaptive approach, and will develop innovative ways of working with state and non-state actors through the use of new technologies and digital tools. They will also support and work with vulnerable and under-represented groups in society, including women and people with disabilities, and young people, acknowledging their potential to drive positive change. In terms of impact in Mozambique, TAcID will contribute to: Improved human development outcomes and reduced corruption.

The programme is intended to have the following outcomes: Increased government transparency, accountability and responsiveness to citizen demands, including through better allocation of resources and more inclusive planning and decision-making processes. .
