The Dutch Embassy in Sarajevo, Bosnia and Herzegovina is currently seeking applications for its program MATRA, which is a Dutch programme with an aim to support the transformation of societies. MATRA is part of the Netherlands Fund for Regional Partnerships of the Dutch Ministry of Foreign Affairs.
MATRA’s general objective in Bosnia and Herzegovina is “To contribute to social transformation, leading to a sustainable relationship between government and its citizens, in the areas of plural democracy, the rule of law and human rights, using Dutch experience where possible”.
This MATRA programme is considered as complementary to EU-policy and supporting Bosnia and Herzegovina’s EU pre-accession process, with the emphasis on the development of democracies governed by the Rule of Law.
Thematic Areas
- Legislation and justice
- Evidence base monitoring, influencing and drafting of policies and legislation, and its implementation, in particular concerning the EU pre-accession process of BiH; Strengthened role of civil society in the judiciary, contributing to the independence of the judiciary, quality judicial institutions, enforcement of criminal sanctions and legal assistance.
- Public administration and security
- Increased accountability and transparency of BiH government, public and private sector organizations to the citizens, in particular addressing anti-corruption, public administration reform and a fair environment for market economy
- Strengthened voice and legitimacy of civil society organizations, representing the citizens in their dialogue with government
- Contributed to awareness and monitoring of risks to the stability and security of BiH.
- Human rights and minorities
Funding Information
The maximum contribution amount is BAM 150.000; the minimum is BAM 50.000. The maximum project duration is 24 months.
Eligibility Criteria
- An application must contribute at project level to the objectives of the MATRA Projects Programme. Results that are admirable in themselves do not necessarily contribute to the general objectives of the MATRA Programme. The extent to which a proposed activity has added value in the process of social transformation will be assessed.
- It must be clear which social goals are to be pursued. The project must be innovative within the local context.
- Preference will be given to projects that clearly strengthen public involvement in the restructuring of their society, or that provide a foundation for such involvement.
