EU announces Call for Proposals on Growth and Pluralism in Mozambique

The European Union (EU) is seeking proposals to promote pluralism and sustainable and inclusive growth.

Objective

The specific objective (s) of this call for proposals is as follows:

• Expand citizen participation in the process of good governance and contribute to the empowerment of young people with a view to sustainable and inclusive growth.

Priorities

The priorities of this call for proposals are as follows:

• Lot 1 – Promotion of pluralism, “Business and Human Rights” (EIDHR): Pluralism reinforces representative democracy by focusing on the coexistence of various political and social movements as well as on the links between parliaments, elected representatives and citizens. Plurality of ideas, criticism, accountability of the parties to citizens, dialogue between parties are all fundamental elements of a democratic society, allowing equal access to resources. At the same time, the resource and supply chain must be respectful of human rights in accordance with the UN Guiding Principles on Business and Human Rights.
• Lot 2 – Sustainable and Inclusive Growth (CSO): The country faces recurring crises and is particularly fragile due to episodes of extremism and natural calamities. Greater education and civic input from young people along with new job creation initiatives, including self-employment, will lessen the risks of socio-political exclusion of young people, thus discouraging their entry into extremist movements. On the other hand, civil society has an important role to play in the implementation and monitoring of local climate change adaptation plans, the implementation and monitoring of activities, and post-disaster reconstruction led by local communities.

Breakdown of budget allocation by lot:

• Lot 1 – European Instrument for Democracy and Human Rights (EIDHR): EUR 1 700 000
• Lot 2 – Civil Society Organizations (CSOs): EUR 3 991 500

Eligibility Criteria

Lead applicant

• To be eligible for a grant, lead applicants must:
  • be a legal person
  • not for profit and
  • be a civil society organization
  • be established in a Member State of the European Union, or in a Member State of the European Economic Area or in Mozambique. For lot 1 there are no geographical restrictions.
  • Be directly responsible, together with their co-applicant (s) and affiliated entity (s), for the preparation and management of the action and not to act as intermediaries;

Co-applicant (s)

• Co-applicants shall be involved in the design and implementation of the action and the costs they incur shall be eligible in the same way as the costs borne by the lead applicant.
• Co-applicants must meet the same eligibility criteria as those applicable to the lead applicant himself.

Affiliated Entities

• The lead applicant and his / her co-applicant (s) may compete with affiliated entity (ies).
• Only the following entities may be considered entities affiliated with the lead applicant and / or co-applicant (s):
  • Only entities that have a structural link with applicants (ie the lead applicant or a co-applicant), especially a legal or financial link.
  • This structural link essentially includes two notions:
    • Control as defined in Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of enterprises:
      • Thus, entities affiliated with an applicant may be:
        • Entities controlled directly or indirectly by the applicant (subsidiary companies). They may also be entities controlled by an entity controlled by the applicant (sub-subsidiary companies), and the same applies to subsequent levels of control;
        • Entities that control the applicant directly or indirectly (parent companies). Similarly, they may be entities that control an entity that controls the applicant;
        • Entities under the same direct or indirect control as the applicant (joint ventures).
    • Membership status, ie the applicant is legally defined as, for example, a network, a federation, an association in which the proposed affiliate entities participate equally or the applicant participates in the same entity (eg a network, a federation, an association,…) that the proposed affiliate entities.
