EU announces Call for Proposals to support Haitian Youth

The European Union (EU) has announced a Call for Proposals to support CSOs in order to respond to the changing international context: climate change, gender equality, youth, forced migration and displacement, crisis situations and fragility.

Objectives of the Program and Priorities

Based on the priorities established in the 2018-2020 multiannual indicative program and following an online consultation with Haitian civil society in April 2019, the general objective of this call for proposals is to:

• Promote the development and rooting of democracy in Haiti through a growing, egalitarian and effective participation of Haitian youth in the process of the political, economic and social life of the country.

The present call for proposals has the specific objective of:

• Supporting the participation and capacity building of Haitian youth as a key player in governance, development and the promotion of human rights.

This call for proposals has defined 6 priorities:

• Promote youth participation and capacity building to better contribute to public debate and to the formulation and monitoring of public policies, in particular on issues of citizen and democratic participation, environmental protection and the fight against climate change, digitalization, food security, health, etc.;
• Improve the employability of young people through non-formal education, vocational training, guidance, innovation and entrepreneurship (incubators), etc.;
• Promote young people’s access to sexual and reproductive health and their related rights;
• Promote the participation and capacity building of organizations working to respect the rights of LGBT people;
• Support youth actions aimed at peace, conflict resolution, social cohesion and awareness of major contemporary issues such as environmental protection (mediation and promotion of dialogue at local and community level, cultural activities , etc.)
• Strengthen the resilience of young people and their organizations in the face of stress and shock events by strengthening the link between humanitarian and development actions in the post-COVID-19 context.

Amount of grants

Any grant requested under this call for proposals must be between the following minimum and maximum amounts:

• minimum amount: 200,000 EUR
• maximum amount: 600,000 EUR

Duration

The initial planned duration of an action may not be less than 24 months nor exceed 48 months.

Geographic Coverage

Actions must be implemented in Haiti and also, where applicable, in the Dominican Republic, if the logic of intervention justifies it, and without undermining the general objective of strengthening the capacities of civil society in Haiti .

Eligibility Criteria

• Lead Applicant
  • To be eligible for a grant, the lead applicant must:
    • Indicate the criteria relevant to the objectives and priorities of this call for proposals, while respecting the principles of transparency and non-discrimination.
    • be a legal person;
    • have no profit;
    • belong to one of the following categories of organizations: non-governmental organization, foundation, international (intergovernmental) organization as defined in Article 156 of the European Union Financial Regulation and
    • have been established in Haiti, for at least three (3) years, or in a member country of the European Union, or in one of the eligible countries as indicated in Annex I .;
    •  be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity or entities, and not act as an intermediary; and
    • have carried out at least one action targeting at least one of the priorities defined in the past five years;
    • demonstrate at least (1) total grant management experience representing approximately 60% of the maximum grant requested.
• Co-applicant (s)
  • Co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
  • Co-applicants must meet the same eligibility criteria as those which apply to the lead applicant himself, with the exception of the criterion relating to the experience of managing grant (s) of a total amount representing minus 60% of the maximum grant requested.
• Affiliated entities
  • The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
  • Only the following entities can be considered as affiliated with the lead applicant and / or the co-applicant (s):
    • Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link mainly covers two concepts:
      • control, within the meaning of Directive 2013/34 / EU relating to annual financial statements, consolidated financial statements and related reports of certain forms of business:
        • Entities affiliated with an applicant can therefore be:
          • entities controlled directly or indirectly by the applicant (first-tier subsidiaries or subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries) , and this is valid for the other levels of control;
          • entities directly or indirectly controlling the applicant (parent companies). Similarly, it can be entities controlling an entity controlling the applicant;
          •  entities controlled, directly or indirectly, at the same level as the applicant (sister companies).
      • membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity ( for example, a network, a federation or an association,…) that the proposed affiliated entity.
