The European Union (EU) has announced a call for proposals for the cypriot civil society in action VII.
Objectives
- The global objective of this call for proposals is to support democratic governance in the TCc by reinforcing relevance, effectiveness and impact of the independent, accountable and transparent CSOs that are committed to social progress and to the fundamental values of peace, freedom, equal rights and human dignity and that work for the benefit of the public.
- The specific objectives of this call for proposals are to encourage civil society in the TCc to pursue meaningful socio-economic change, by participating in policy and decision making and implementation, by influencing change at local and also EU level and by fostering collaboration and partnership, including in the dialogue between the Cypriot communities and in sectoral cooperation.
Priorities
The Priorities of this call for proposals are:
- Mandatory for all actions:
- Civil society capacity building
- Optional for all actions:
- Environment and climate change
- Human rights (including gender equality and anti-discrimination)
- Good governance (e.g. public transparency and accountability, strengthening CSOs’ watchdog roles)
- Social Inclusion and youth participation
- Media literacy and promotion of ethical journalism
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 2,000,000.
- Size of Grants
- Any grant requested under lot 1 of this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 30,000
- maximum amount: EUR 60,000
- Any grant requested under lot 2 of this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 75,000
- maximum amount: EUR 320,000
- Any grant requested under lot 1 of this call for proposals must fall between the following minimum and maximum amounts:
Duration
- Lot 1: The initial planned duration of an action may not be lower than 6 months nor exceed 36 months.
- Lot 2: The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Location
Actions must take place in the northern part of Cyprus.
Eligibility Criteria
Lead applicants
- For lot 1:
- In order to be eligible for a grant, the lead applicant must:
- be a legal person or an entity without legal personality or a natural person
- be non-profit-making
- be a civil society organisation and
- be established in the northern part of Cyprus
- be directly responsible for the preparation, management and implementation of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- not have been awarded a grant under the Cypriot Civil Society in Action VI grant scheme either as the lead applicant or as a co-applicant,
- not have been awarded a grant under the Cypriot Civil Society in Action V grant scheme as the lead applicant.

- be a legal person and · be non-profit-making
- be a civil society organisation
- be legally established in the northern part of Cyprus
- be directly responsible for the preparation, management and implementation of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- In order to be eligible for a grant, the lead applicant must:
Co-applicant(s)
- For lot 1 and lot 2: Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself, except the one related to the need to be established in the northern part of Cyprus.
Affiliated Entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
