The European Union (EU) has announced a Call for Proposals to strengthen participatory democracy by empowering civil society organizations as active contributors to decision making and promoting an enabling environment for civil society.
The specific objectives are as follows:
- To strengthen capacities of CSOs as competent, transparent and effective actors of participatory democracy, contributing to advance the European path of Kosovo, and promoting active citizenship and participation through volunteering;
- To support the capacities of competent CSOs in strengthening resilience of the social protection system through innovative and efficient services to the most vulnerable citizens in close coordination with the CSWs.
Priorities
The priorities of this call for proposals are:
- Lot 1:
- Civil society resource centre, phase II
- Proposals under this lot shall build on and complement the activities and results of Resource Centre phase I and the ongoing TACSO project. Proposals shall identify gaps, needs as well as priorities for capacity building to be addressed in the coming years. Projects may envisage activities to enhance cooperation between civil society organizations, central and local institutions, as well as other non-traditional stakeholders including businesses, academia and the trade unions. The selected Resource Centre project will implement a grant mechanism to promote volunteering initiatives and shall operate in close coordination with the TACSO 3 regional project.

- Lot 2:
- Support to innovative projects in the area of social protection
- Proposals under this Lot shall address the needs of the most vulnerable groups through the provision of support and assistance services of different nature (e.g. medical, psychosocial, educational, protection and rehabilitation, etc.) in close coordination with the CSWs and other relevant services in targeted municipalities. Proposals should highlight the aspect/s of the project that qualify/ies as innovative, for example in relation to the proposed methodology, specific activity/es, target groups, partnership, etc.
- Support to innovative projects in the area of social protection
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 1,400,000. The contracting authority reserves the right not to award all available funds.

- Minimum amount: 450,000 EUR
- Maximum amount: 500,000 EUR
- Lot 2:
- Minimum amount: 400,000 EUR
- Maximum amount: 450,000 EUR

Duration
The initial planned duration of an action may not be lower than 36 months nor exceed 42 months.
Location
Actions must take place in Kosovo.
Eligibility Criteria
Lead applicant(s)
In order to be eligible for a grant, the lead applicant must:
- Be a legal person;
- Be non-profit-making;
- Be a civil society organisation;
- Be established in a Member State of the European Union or in a country covered by Article 19 of IPA II regulation;
- Be registered in Kosovo for at least 2 years before the date of publication of the call;
- Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary;
- Have a proven background and a minimum of 2 years of experience in Kosovo within the last 5 years in the field of the application at the submission deadline for concept notes.
Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant him- or herself.
Affiliated entity(ies)
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
