The European Union (EU) has announced the European Instrument for Democracy and Human Rights (EIDHR) Call for Proposals 2019 – Jordan to strengthen the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of group interest and consolidating political participation and representation.
The specific objectives of this call for proposals are to support and strengthen civil society organisations in Jordan working on human rights (political, economic, social and cultural) and democratisation, so as to:
- pursue common agenda for human rights and democratic reform;
- build consensus on disputed or controversial areas of policy;
- enhance the inclusiveness, pluralism and efficiency of civil society;
- support the implementation of the Action Plan on Human Rights and Democracy 2015-2019 and EU guidelines on human rights at local level.

- Lot 1: Rights of the child
- Lot 2: Support to advancing the rights of peaceful assembly and freedom of association
Size of Grants
- For lot 1, any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 250,000
- maximum amount: EUR 500,000
- For lot 2, any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 60,000
- maximum amount: EUR 250,000
Eligibility Criteria
- Lead applicant
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be of the following specific types of organisations such as defined by Article 11(2) establishing the Regulation EC N° 236/2014 of common rules and procedures for the implementation of the Union’s instruments for external action:
- civil society organisations, including non-governmental non-profit organisations and independent political foundations, community-based organisations and private-sector non-profit agencies, institutions and organisations and networks thereof at local, national, regional and international level;
- public-sector non-profit-agencies, institutions and organisations and networks at local, national, regional and international level;
- be established in a Member State of the European Union or in an accession or official candidate country recognised by the European Community (Albania, Montenegro, Serbia, Turkey, Republic of North Macedonia) or
- in a Member State of the European Economic Area (Iceland, Liechtenstein and Norway) or
- in a developing country, as specified by the Development Assistance Committee of the Organisation for Economic Cooperation and Development (OECD/DAC) . This obligation does not apply to international organisations
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- demonstrate previous presence or experience working in Jordan.
- The lead applicant may act individually. However, in some cases the lead applicant must act with co-applicant(s) as specified hereafter:
- A Non-Jordanian lead applicant must act with at least one local co-applicant; it must dedicate a reasonable part of the action to capacity building in favour of the local co-application; it must strive to bring an added-value to the co-applicant’s capacities both in terms of EU procedures, specific expertise, and operational matters.
- For lead applicants of Jordanian nationality, co-applicants are not required but could be foreseen if appropriate.
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
