EU announces EIDHR CBSS 2019 Call for Proposals for Guyana and Suriname

The European Union (EU) is currently accepting proposals from eligible organizations for its “European Instrument for Democracy and Human Rights (EIDHR) Country-Based Support Scheme (CBSS) 2019 – Guyana and Suriname”.

Objectives

• The global objective of this call for proposals is: to support and strengthen civil society organisations, working on critical human rights and democracy issues, thereby contributing to the enhancement of human rights and democracy for target populations. It is expected that this call yields proposals which are gender-sensitive or responsive, in keeping with the EU’s gender mainstreaming priorities as well as with the 2030 SDG goals (SDG 5). It is also expected that actions resulting from this call allow to measure progress performance and achievements through data collection (including sex disaggregated), as it relates to the EU’s human rights priorities and the SDG 2030 agenda. SDG 16 can also be taken into consideration by actions under this call.
• The specific objective(s) of this call for proposals is/are:
  • To strengthen democracy at community level through actions targeting their increased participation and inclusivity in national dialogues, on issues of key importance for development relevant to country context
  • To address specific human rights violations relative to the context and needs of target populations and in keeping with the EU’s human rights priorities as well as the country’s commitment to human rights and to the SDG 2030 agenda.

Priorities

The priority (ies) of this call for proposals are:

Lot 1: Guyana

• Actions targeting the issue of sexual abuse of minors. These can include educational, sensitization and awareness programmes including on sexual and reproductive health.
• Actions to foster the participation of indigenous and rural peoples in decision-making processes surrounding the context of economic development and the oil and gas industry, and can include components targeting the protection of wildlife, biodiversity and marine life.

Under Lot 1, preference will be given to proposals providing for at least 2 co-applicants in the form of local civil society organisations

Lot 2: Suriname

• Actions targeting Violence Against Women and Girls and can include the strengthening of policies on gender equality and/or sensitizing, raising awareness or educating on sexual reproductive rights and health of youths
• Actions designed to strengthen the social and economic rights of the Marrons and indigenous peoples.

Size of Grants

• Any grant requested under Lot 1 must fall between the following minimum and maximum amounts:
  • Minimum amount: EUR 200,000
  • Maximum amount: EUR 495,000
• Any grant requested under Lot 2 must fall between the following minimum and maximum amounts:
  • Minimum amount: EUR 200,000
  • Maximum amount: EUR 295,000

Eligibility Criteria

• Lead applicant
  • In order to be eligible for a grant, the applicant must:
    • be a legal person or an entity without legal personality, or a natural person and
    • be non-profit-making and
    • be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined by the rules of application of the EU Financial Regulation  and
    • be established in  a Member State of the European Union or in country where action is taken (Guyana or Suriname)
    • (This obligation does not apply to international organisations)
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
    • be able to demonstrate to have implemented activities in the priority areas within the last two (2) years.
• Co-applicant(s)
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
• Affiliated entities
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
        • Entities affiliated to an applicant may hence be:
          • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
          • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
          • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
