The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Civil Society Facility and Media action for Bosnia and Herzegovina 2016-2017” to support the involvement of civil society in the EU integration process in Bosnia and Herzegovina including in the formulation, implementation and monitoring of sector strategies for EU financial assistance and influence policy, decision-making processes and legislation enacting in the areas critical for EU integration.
Objectives
- Lots 1-6: Support CSOs networks in various areas (social inclusion, education, social entrepreneurship, environment and climate change, youth, and anti-corruption). This assistance will address the problem of weak sector-based cooperation among CSOs and will support CSOs in fighting corruption in BiH. It will be implemented through a grant scheme providing support to CSOs to contribute to social development in particular sectors.
- Lot 7: Support media freedoms and media integrity. This assistance will address the problem of limited media freedoms as well as endangered journalists’ independence and integrity. It will be implemented through grant support to media associations.
- Lot 8: Support the Resource Centre. This assistance will address the problem of low capacity of CSOs helping them to become more capable, transparent and accountable. Capacities of CSOs in BiH, particularly at local level, will be increased by providing direct support to the Resource Centre, which is expected to replace TACSO after September 2017.
Size of Grants
Any grant requested under this call for proposals must fall between EUR 300.000 and EUR 500.000.
Eligibility Criteria
In order to be eligible for a grant, the lead applicant must:
- For Lots 1-7:
- be a legal person
- be non-profit-making
- be a non-governmental organisation
- be established in Bosnia and Herzegovina
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
- In addition to the categories referred to above, the following are however also eligible:
- Educational institutions including secondary schools and universities and other certified educational institutions. The educational institutions must be registered and acknowledged by relevant authority as an institution providing education and training and must be non-profit making.
- For Lot 8:
- be a legal person
- be non-profit-making
- be a civil society organisation
- be free of any political affiliations or membership. Providing equal treatment to all future CSOs beneficiaries is a requirement
- be established in Bosnia and Herzegovina
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
