The European Union (EU) is currently accepting proposals from eligible organisations for its “European Instrument for Democracy and Human Rights (EIDHR) Country based support scheme 2016-2017 in Pakistan” with an aim to support human rights defenders in situations where they are most at risk and to supports other EU human rights priorities.
The programme is divided into three lots:
- Lot 1: Support to Human Rights Defenders where they are the most at risk
- Lot 2: Promote Freedom of Religion or Belief (FoRB)
- Lot 3: Strengthen women’s rights and support the fight against violence against women and girls
Size of Grants
Any grant requested under this call for proposals must fall between EUR 350,000.00 and EUR 500,000.00.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person or a natural person
- be non-profit-making and
- be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined of the Rules of application of the EU Financial Regulation
- be established in a Member State of the European Union or in any other country
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- demonstrates at least three years of professional experience in Human Rights related programs in Pakistan and
- have at least 2 years proved capacity to manage activities corresponding to the size of the project for which the grant is requested
- if the Lead Applicant is an International Non-Governmental Organisation (INGO) and subject to the rules of the Notification of the Ministry of Interior of Pakistan of 1 October 2015, No.6/34/2015-PE-III regarding the registration of INGOs, the organisation should, at the moment of submission of the concept note, either be registered with the Ministry of Interior or have applied for registration with the Government of Pakistan in line with said Notification.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations.
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
