The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “European Instrument for Democracy and Human Rights (EIDHR) Country Based Support Scheme (CBSS) for Montenegro” in order to support civil society and human rights defenders in third countries working on human rights (political, civil, economic, social and cultural), and democratization.
Size of Grants
Any grant requested under this call for proposals must fall between EUR 50,000 and EUR 150,000.
Location
Actions must take place in Montenegro.
Duration
The initial planned duration of an action may not be less than 12 months nor exceed 24 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a civil society organisation
- be a national of Montenegro or national of a Member State of the European Union, or any country, as all are eligible for participation in contracts financed under this Instrument, without prejudice to the limitations inherent in the nature and objectives of the action and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- be registered at least 12 months prior to the deadline for submission of project proposals and
- if the applicant is a national of an eligible country other than Montenegro, they must have at least one Montenegrin co-applicant and the local capacity development must be strengthened through some proposed activities.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant may act individually or with co-applicant(s).
- If awarded the grant contract, the lead applicant will become the beneficiary identified as the Coordinator. The Coordinator is the main interlocutor of the Contracting Authority. It represents and acts on behalf of any other co-beneficiary (if any) and coordinate the design and implementation of the action.

In order to apply for the grants, applicants have to register themselves in PADOR, an on-line database via given website.
