The European Union (EU) is currently accepting proposals from eligible organisations for a programme entitled “European Instrument for Democracy and Human Rights (EIDHR) Country based support scheme (CBSS) for Russia” in order to strengthen the role of civil society in the Russian Federation in order to enhance respect for human rights and fundamental freedoms and to promote democratic dialogue.
Priorities
- Raising openness, communication and accountability of public bodies, support to effective functioning of democratic and human rights institutes and mechanisms, increasing civic engagement in democratic processes.
- Promotion of tolerance, inter-cultural understanding and social cohesion, promotion of freedom of speech.
- Support to human rights defenders, civil society initiatives and organisations, support to independent media.
Size of Grants
Any grant requested under this call for proposals must fall between EUR 200000 and EUR 650000.
Location
Actions must take place in the Russian Federation.
Duration
The initial planned duration of an action may not be lower than 12 months nor exceed 36 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a non-governmental organisation or non-profit-making university or international organisation (I.Os) and
- be established on the territory of the Russian Federation, as recognised by international law, or in a Member State of the European Union or in a Member State of the European Economic Area (EEA). This obligation does not apply to I.Os and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- For-profit organisations may also be eligible in exceptional and duly justified cases and as long as the non-profit character of the proposed actions is observed. The validity of the justification will be examined by the Evaluation Committee.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations.
- The lead applicant may act individually or with co-applicant(s). However, to be eligible, an action must include at least one “local organisation”(as lead applicant or as co-applicant).
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
