The European Union (EU) is currently accepting proposals from eligible organisations for “EIDHR Country-based Support Schemes Philippines 2016-2017” with an aim to support the work of civil society organisations, including human rights organisations, in addressing the needs of vulnerable and socially-excluded groups with a particular focus on supporting the empowerment of these groups to claim their rights.
The programme is divided into three lots:
- Lot 1: Support to human rights defenders in their fight against extra-judicial killings and enforced disappearance
- Lot 2: Protection of journalists and promotion of freedom of the press
- Lot 3: Prevention and eradication of torture and other cruel, inhuman and degrading treatment or punishment
Size of Grants
Any grant requested under this call for proposals must fall between EUR 400 000 and EUR 580 000.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a specific type of organisation as defined in Article 11.2 (a) (b) and (c) of Regulation No 236/2014 such as:
- civil society organisations, including non-governmental non-profit organisations and independent political foundations, community-based organisations and private sector non-profit agencies, institutions and organisations and network thereof at local, national, regional and international level;
- public sector non-profit agencies, institution and organisations and networks at local, national and international level;
- international and regional inter-governmental organisations;
- be established in a Member State of the European Union or an eligible country as stipulated in the CIR. As from 15 March 2014, pursuant to Commission Implementation Rules (CIR) “Eligibility under EIDHR and the Instrument Contributing to Stability and Peace”, participation in the award of procurement contracts or grants, as well as the recruitment of experts, shall be open without limitations.
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Projects submitted by applicants established in the Philippines are encouraged so as to promote ownership and strong local leadership.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies)are not in any of these situations.
