The European Union (EU) is seeking proposals from eligible organisations for a program entitled “Strengthening Service Provision for Drug use Prevention, Treatment and Rehabilitation in Iran” to contribute to a measurable reduction of the demand for drugs, or drug dependence and of drug-related health and social risks and harms.
Objectives
- to strengthen prevention, harm reduction, rehabilitation, and social reintegration programmes for people who use and/or inject drugs, including a case management approach for users suffering from homelessness
- to introduce and/or strengthen evidence-based and tailor-made drug treatment programmes, with special emphasis on Amphetamine-Type Stimulants and polydrug users, including integrated patient-centered care for people who inject drugs with HIV/AIDS, viral hepatitis B and C and other co-infections;
- to contribute to better dissemination of monitoring, research and evaluation results and a better understanding of all aspects of the drugs phenomenon and of the impact of interventions in order to provide a sound and comprehensive evidence-base for policies and actions.
Priority Areas
- to support key stakeholders by expanding their knowledge and skills in the context of implementing minimum quality standards in drug demand reduction, also in the area of social integration and harm reduction services;
- to promote practical application of drug-related research, and, in particular, addiction research with a view of addressing current challenges and new threats;
- to promote testing of innovative partnerships and forms of interaction between key stakeholders in policy-making and service-delivery aiming at the co-production of good governance and development outcomes;
Size of grants
Any requested EU contribution under this call for proposals must fall between the following amounts:
- minimum amount: EUR 500,000
- maximum amount: EUR 1,000,000
Eligibility Criteria
Lead applicant
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a member state agency, non-governmental organisation, public sector operator, local authority, international research organisation, university or university-related organisation or international (inter-governmental) organisation (EU, Euratom) 2018/1046on the financial rules applicable to the general budget of the Union and
- be established in :
- a Member State of the European Union; or
- a Non-EU country of the European Economic Area; or
- an IPA II beneficiary country; or
- a developing country or territory, included in the OECD-DAC list of ODA recipients, which is not member of the G20 group;
- Least Developed Countries (LDCs);
- Other Low Income Countries;
- Lower Middle Income Countries and Territories;
- Upper Middle Income Countries and Territories; or
- an Overseas Country and Territory (OCTs) covered by Council Decision 2013/755/EU of 25 November 2013 on the association of the overseas countries and territories with the European Union
- This obligation does not apply to international organisations
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- For British applicants: Please be aware that eligibility criteria must be complied with for the entire duration of the grant. Unless sector-specific eligibility rules provide otherwise, if the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, applicant will cease to receive EU funding (while continuing, where possible to participate) or will be required to leave the project on the basis of Article [insert reference to the Article allowing termination of the grant agreement (change of the legal situation of the beneficiary)] of the grant agreement’.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations.
Co-applicant(s)
- The lead applicant must act with at least one co-applicant.
- The application must include at least one entity established in the Islamic Republic of Iran acting as lead applicant or as co-applicant and at least one entity established in a Member State of the European Union as lead applicant or as co-applicant.Applications that do not meet this criterion will be rejected on this sole basis.
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant(parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
