EU Call for Proposals: Promoting Local Economic Development in Ghana

The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Promoting Local Economic Development in Ghana” to support actions aimed at promoting local sustainable development.

Program Lots

The program is divided in to two lots:

• Lot 1 “Actions implemented by Civil Society Organisations (CSOs) and their CoApplicant(s)”: EUR 3,900,000.00.
• Lot 2 “Actions implemented by Metropolitan, Municipal or District Assemblies” and their Co-Applicant(s): EUR 2,000,000.00.

Objectives

The specific objective(s) of this call for proposals are:

• To involve Civil Society Organisations, Local Authorities and other relevant stakeholders to promote local sustainable development in job creation and expansion of economic activities in an environmentally sustainable manner at the local level.
• To enhance the capacity of Local Authorities to collaborate with relevant stakeholders including civil society and private sector to mobilise domestic resources for local development while promoting transparency and accountability to citizens.

Size of Grants

Any grant requested under this call for proposals must fall between EUR 450,000.00 and EUR 800,000.00.

Eligibility Criteria

• Lead applicant: In order to be eligible for a grant, the lead applicant must:
  • For Civil Society Organisations (CSOs)
    • be a legal person and
    • be non-profit-making and
    • be a specific type of organisation of civil society and
    • be established in Ghana or a Member State of the European Union or countries eligible under the Financing Instrument for development cooperation for the period 2014-2020, Regulation (EU) No 233/2014 of the EP and the Council of 11 March 2014- OJL77/44 of 1.3.20145 and
    • be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary
  • For Local Authority (LA)
    • be a legal person and
    • be non-profit-making and
    • be a Local Authority meaning a Ghanaian Metropolitan, Municipal or District Assembly (MMDAs), and
    • be established in Ghana, and
    • be directly responsible for the preparation and management
  • In addition to the above categories are also eligible for Lot 2: National Association of Local Authorities.
  • Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
  • The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
• Co-applicant(s): The lead applicant must act with co-applicant(s) as specified hereafter.
  • Under lot 1: CSOs as Lead Applicant
    • At least one co-applicant must be a Metropolitan, a Municipal, a District Assembly or National Association of local authorities
  • Under lot 2: LAs as Lead Applicant
    • At least one co-applicant must be a civil society organisation and must satisfy the eligibility criteria for CSO applicants.
• Affiliated entities
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies)
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
  • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
  • This structural link encompasses mainly two notions:
    • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
      • Entities affiliated to applicant may hence be:
        • Entities directly or indirectly controlled by an applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by an applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
        • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
        • Entities under the same direct or indirect control as the applicant (sister companies).
    • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
