The European Union (EU) is currently accepting proposals from eligible organizations for its Skills and Technical Education Programme (STEP) in order to increase equitable and inclusive access to informal and formal TEVET training.
Objectives
- Deliver relevant quality TEVET training;
- Ensure skills training and economic empowerment of women and vulnerable groups;
- Provide supportive skills such as basic literacy and entrepreneurial skills;
- Provide adequate support to business creation;
Priority Issues
- Attention should be paid to promoting access for groups that are disadvantaged based on their age, gender, disability and/or other reasons, and/or to the availability of training activities for populations in rural areas.
- Gender equality will be a cross-cutting issue, also given the large extent of female participation in the informal economy and relative low participation in TEVET.
- Issues related to integration in the local context (partnerships/collaboration with local actors), innovation and mainstreaming of cross cutting issues (Good governance, HIV/AIDS, environmental protection) should be given priority.
Size of Grants
Any grant requested under this call for proposals must fall between EUR400.000 and EUR 800.000.
Location
Actions must take place in Republic of Malawi.
Duration
The initial planned duration of an action may not be lower than 18months nor exceed 30months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be a specific type of organization such as: a Civil Society Organisation, or an accredited private training provider, or a Private sector company, or a National or International (inter-governmental) organisation as defined by Article 43 of the Rules of application of the EU Financial Regulation ,or a national and international NGO, or a Grant aided technical college
- be established in a Member State of the European Union or in a country of the European Economic Area or an ACP State or Member State of the OECD or developing countries and territories, as included in the OECD-DAC list of ODA Recipients, which are not members of the G20 group, without prejudice to the status of the Republic of South Africa, as governed by Protocol 3 of the partnership Agreement or Malawi. This obligation does not apply to international organisations and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- Potential applicantsmay not participate in calls for proposals or be awarded grants ifthey are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant may act individually or with co-applicant(s).For an applicant not established in Malawi, the involvement in the action of at least one co-applicant established in Malawi is obligatory.
- If awarded the grant contract, the lead applicant will become the beneficiary identified as the Coordinator. The Coordinator is the main interlocutor of the Contracting Authority. It represents and acts on behalf of any other co-beneficiary (if any) and coordinate the design and implementation of the action.
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
