EU Call for Proposals: Strengthening Civil Society in Guyana and Suriname

The European Union (EU) is currently accepting proposals from eligible organisations for a programme entitled “Civil Society and Local Authorities 2016″ with an aim to strengthen of civil society in Guyana and Suriname and the enhancement of the participation of Local Authorities in Guyana as a pre-condition for a more equitable, open and democratic society.

Objectives

• Benefit populations out of reach of mainstream services and resources and excluded from policy making processes.
• Strengthen the capacity of civil society organisations and local authorities in partner countries, with a view to facilitating their participation in defining and implementing poverty reduction and sustainable development strategies.
• Facilitate interaction between state & non-state actors in different contexts and support an increased role for local authorities in de-centralised processes.

• Lot 1: Civil Society Organisations
  • Guyana (CSO) €425,000
    • Gender Equality
    • Domestic Violence
    • Suicide
    • Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI)
    • Trafficking In Persons
  • Suriname (CSO) €425,000
    • Gender Equality
    • Domestic Violence
    • Suicide
    • Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI).
    • Trafficking in Persons
  • Lot 2: Local Authorities
    • Guyana (LA) €600,000
      • Garbage disposal (Clean cities) and/or recycling
      • Public Finance Management (PFM)/Transparency

Size of Grants

• Lot 1 Civil Society Organisations (Guyana and Suriname): Any grant requested under this call for proposals must fall between €300,000 to €425,000
• Lot 2 Local Authorities (Guyana): Any grant requested under this call for proposals must fall between €300,000 to €600,000.

Eligibility Criteria

• In order to be eligible for a grant, the lead applicant must:
  • be a legal person and
  • be non-profit-making and
  • be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined by Article 43 of the Rules of application of the EU Financial Regulation and
  • be established in a Member State of the European Union or in Guyana or Suriname . This obligation does not apply to international organisations
  • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
  • be able to demonstrate to have implemented activities in the priority areas outlined in Section 1.2 of these Guidelines in the last two (2) years.
• Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations

How to Apply

• The application procedure consists of two phases:
  • Concept Notes
  • Full Applications
• In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.

Eligible Countries: Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic, Denmark, Estonia, Finland, France,Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and the UK, Guyana and Suriname.
