The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “China – Support to strengthening the rule of law, good governance and human rights” with an aim to support the strengthening of the rule of law in China and the promotion and protection of human rights and fundamental freedoms through support to civil society actors.
Lots & Priorities
- LOT 1: Strengthening the rule of law in China and the promotion and protection of human rights and fundamental freedoms (open to all nationalities).
- Legal and judicial reform– In support of the country’s gradual efforts to establish a robust judiciary and legal norms and to comprehensively advancing the rule of law and ruling the country in line with the Constitution.
- Access to justice for vulnerable groups – In support to China’s emphasis on strengthening the rule of law and social justice and on universally establishing legal advice systems, actions under this priority will focus on supporting access to justice, due process in judicial proceedings and the rights of parties to a case through civil society actions.
- This priority is aimed at sustaining activism for rights defence, anti-discrimination and for upholding human dignity.
- LOT 2: Support to a locally owned agenda aimed at strengthening the rule of law in China and the promotion and protection of human rights and fundamental freedoms (open to Chinese applicants only).
- Support to a locally owned human rights agenda in the field of the justice sector and rights defence.
Size of Grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Lot 1
- minimum amount: EUR 350 000.
- maximum amount: EUR 410 000.
- Lot 2
- minimum amount: EUR 50 000.
- maximum amount: EUR 60 000.
Eligibility Criteria
In order to be eligible for a grant, the lead applicant must:
- Lot 1:
- be a legal person and
- be non-profit-making and
- be a specific type of organisation:
- civil society organisations, including non-governmental non-profit organisations and independent political foundations, community-based organisations and private-sector non-profit agencies (including social enterprises), institutions and organisations and networks thereof at local, national, regional and international level and higher education establishment; and
- public-sector non profit-agencies, institutions and organisations and networks at local, national, regional and international level;
- international (inter-governmental) organisations as defined by the Rules of application of the EU Financial Regulation ; and
- No nationality restriction applies to applicants and, if any, to co-applicants and affiliated entities.
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Lot 2:
- be a legal person, or an entity without legal personality , or a natural person and
- be non-profit-making and
- be a specific type of organisation:
- civil society organisations, including non-governmental non-profit organisations and independent political foundations, community-based organisations and private-sector non-profit agencies (including social enterprises), institutions and organisations and networks thereof at local, national, regional and international level and higher education establishment;
- public-sector non profit-agencies, institutions and organisations and networks at local, national, regional and international level;
- be established in China (including all parts of China)
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant may act individually or with co-applicant(s)
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
