The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Support to Sub-National Democratic Development in Cambodia”.
Programme Lots
The programme is divided into two lots:
- Lot 1: Support to the demand-side Implementation of the Social Accountability Framework (I-SAF) in Cambodia
- Lot 2: Enhance the contribution of Cambodian Associations of Local Authorities to good governance and development at the sub-national level
Objectives
- For Lot 1
- Support Demand-Side implementation of the Social Accountability Framework (ISAF), in order to increase national coverage of the SAF.
- Support the roll out of the ISAF to more districts for demand-side activities in order to increase national coverage and meet ISAF targets. The Action will consist in creating and maintaining a dialogue process between communities and their local governments.
- For Lot 2

- Promote, facilitate and support the contribution of Cambodian Associations of Local Authorities (ALA) and Local Authorities (LAs)to good governance and development at sub-national level.
- Enhance the institutional and operational capacities of Cambodian Associations of Local Authorities (ALAs) and their members with a view to strengthening responsiveness, transparency and accountability of decision making and service delivery at sub-national level.
Size of Grants
- For Lot 1: Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 1 000 000
- maximum amount: EUR 2 000 00
- For Lot 2: Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 750 000
- maximum amount: EUR 1 500 000
Eligibility Criteria
- For Lot 1:
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a civil society organisation and
- be established in Cambodia since at least two years at the time of the submission of the concept note or
- be established in a Member State of the European Union or a member state of the European Economic Area (EEA) and operate in Cambodia under a Memorandum of Understanding with the Government of Cambodia since at least three years at the time of the submission of the concept note.
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- Lot 2:
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be an ALA legally established and originating from:
- Cambodia or
- A Member State of the European Union or
- a contracting party to the Agreement on the European Economic Area (EEA) or
- Other EU partner countries, as follows:
- Developing countries that are included in the list of recipients of ODA established by the OECD/DAC, including countries and territories falling within the scope of Council Decision 2013/755/EU on the association of the overseas countries and territories with the European Union (‘Overseas Association Decision’), and excluding beneficiaries listed in Annex I to Regulation (EU) No 231/2014 establishing an Instrument for Pre-accession Assistance (IPA II);
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), and not acting as an intermediary.

How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
