EU Call for Proposals: Supporting Local Authorities in Georgia 2018

The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Support to Local Authorities in Georgia 2018” to enhance Local Authorities’ contributions to good governance and sustainable development processes at the local level.

Priorities

• Enhancement of LAs capacities to execute their mandate in line with inclusive, transparent and participatory governance principles to respond adequately to citizens’ needs.
• Strengthen capacities of LAs, as welfare providers and promoters of inclusive and sustainable growth at local level,to provide adequate services, generate decent job opportunities(including for women and youth) and sustainably manage natural resources.

Size of Grant

Any grant requested under this call for proposals must fall between EUR 300 000 and EUR 900 000.

Eligibility Criteria

• Lead applicant
  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person and
    • be non-profit-making and
    • be a Local Authority or Association of Local Authorities as defined in Annex II.B of the Regulation (EU) No 233/2014 of the European Parliament and of the Council of 11 March 2014 establishing a financing instrument for development cooperation for the period 2014-2020 and
    • be established in Georgia as concerns Local Authorities; or in Georgia or an EU Member State or a contracting party to the Agreement on the European Economic Area (EEA) as concerns Associations of Local Authorities and
      • For applicants from the United Kingdom: Please be aware that eligibility criteria must be complied with for the entire duration of the grant. If the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that applicants from the United Kingdom continue to be eligible, beneficiaries from the United Kingdom will cease to receive EU funding (while continuing, where possible to participate) or be required to leave the project on the basis of Article 12.2 of the General Conditions to the grant agreement.
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
  • Potential applicants may not participate in calls for proposals or be awarded grants ifthey are in any of the situations
• Co-applicant(s)
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant.
  • In addition to the categories referred to the following are however also eligible:
    • a CSO established in Georgia or a Member State of the European Union or contracting party to the Agreement on the EEA or beneficiary country of the ENI or IPA regulations.
  • If a lead applicant is a Local Authority, at least one co-applicant must be a CSO established in Georgia or a Member State of the European Union or a contracting party to the Agreement on the EEA or beneficiary country of the ENI or IPA regulations.
  • If a lead applicant is an Association of Local Authorities at least one co-applicant must be established in Georgia.
• Affiliated entity(ies)
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies)
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
  • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
  • This structural link encompasses mainly two notions:
    • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
      • Entities affiliated to applicant may hence be:
        • Entities directly or indirectly controlled by anapplicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by an applicant(granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
        • Entities directly or indirectly controlling theapplicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
        • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicantis legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
