EU Call for Proposals: Promoting Renewable Energy for Climate Change Adaptation and Mitigation in the Philippines

The European Union (EU) is seeking proposals for its program entitled “Promoting Renewable Energy for Climate Change Adaptation and Mitigation in the Philippines” to promote use of renewable energy services while reducing the vulnerability of the Filipino rural poor to the adverse impacts of climate change.

The specific objective of this call for proposals is to promote renewable energy strategies and systems that promote energy efficiency, innovations and support to livelihoods for poor off-grid and un-electrified households in rural communities of the Philippines with positive impact on climate change adaptation and mitigation

Priorities

• Developing and promoting rural household and community services access to renewable energy technology and systems including promotion of energy efficiency and energy saving measures;
• Generation of renewable forms of energy in rural areas in support to livelihoods and sustainable job creation opportunities for the poor and marginalised;
• Supporting and promoting adoption of disaster resilient energy solutions, approaches structures and systems;
• Raising renewable energy (RE) awareness, induce behavioural changes on adoption of best available RE practices among community and policy makers segments leading to reflecting RE themes in decision making processes and application in development sectors at community level.

Funding Information

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

• minimum amount: EUR 1500 000
• maximum amount: EUR 3000 000

Eligibility Criteria

• Lead applicants
  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person;
    • be a specific type of organisation such as: non-governmental organisation, public sector operator, local or national authority, an international (inter-governmental) organization of Rules of application of the EU Financial Regulation , foundation, electric cooperative. Eligible actors (both based in the Philippines and foreign) are those with experience of involvement in actions related to this call;
    • be established in a Member State of the European Union, or in other countries eligible under the DCI Regulation and as stipulated of the Common Implementation Rules (CIR).
    • be officially registered according to the legislation in force in their respective country during at least the last three years;
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
  • Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations.
• Co-applicant(s)
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant.
• Affiliated entities
  • The lead applicant and its co-applicant(s) may act with affiliated entity (ies)
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
  • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
  • This structural link encompasses mainly two notions:
    • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
      • Entities affiliated to applicant may hence be:
        • Entities directly or indirectly controlled by an applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by an applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
        • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
        • Entities under the same direct or indirect control as the applicant (sister companies).
    • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
