The European Union (EU) has announced a Call for Proposals which is part of Objective 1 of the Thematic Program “Civil Society Organizations and Local Authorities”, for actions carried out in the Republic of Chad, namely: The aim of this call for proposals is to: General: Support civil society organizations (CSOs) as part of development policy.
This call for proposals has the specific objective (s):
- Promotion of living together through artistic production (itinerant theater, stories, films, songs, poems …) (Lot 1).
- Information, awareness raising and advocacy for the respect of women’s rights and their integration in all public policies (Lot 2).
- Support for youth initiatives, especially citizen movements, bloggers, social networks, young entrepreneurs (Lot 3).
This call for proposals is given priority (s):
The actions selected must include one or more of the following elements:
- Integrate an approach involving local authorities or include elements of complementarity / synergy with one or more state structures.
- Contribute to developing the capacity of civil society at national and local levels to build and maintain networks; to promote their monitoring and control capacities, as well as dialogue and advocacy with the public authorities.
- Dlearly demonstrate a transfer of skills to grassroots organizations.
- To promote and develop entrepreneurship, especially that of women and young people.
In addition, all proposals submitted under lot 2 should endeavor to specifically analyze the situation of girls / women in the specific context of their action and propose indicators aggregated by gender as well as propose a capacity building component of CSOs. in particular with the chosen priority.

Any grant requested under this Call for Proposals must be between the following minimum and maximum amounts:

Eligibility Criteria
- Lead Applicant
- To be eligible for a grant, the lead applicant must:
- be a legal person and
- have no profit and
- belong to one of the following categories of organizations: non-governmental organization, public sector operator, local authority, international (intergovernmental) organization as defined in Article 43 of the Rules of Application of the Financial Regulation of the Union European and
- be established in Chad or in a Member State of the European Union or the EEA
- be directly responsible for the preparation and management of the action with the co-applicant (s) and the entity or affiliated entities, and not act as an intermediary and
- have the capacity, evidenced by supporting documents to be submitted, to implement and manage an action of an amount comparable to that of the grant application.
- To be eligible for a grant, the lead applicant must:
- Co-Applicant (s)
- The co-applicants participate in the preparation and implementation of the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those applying to the lead applicant itself.
- Affiliated entity (ies)
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities may be considered affiliated to the lead applicant and / or the co-applicant (s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two notions:
- control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated with an applicant may therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries), and this is valid for other levels of control;
- entities directly or indirectly controlling the applicant (parent companies). Similarly, they may be entities controlling an entity controlling the applicant;
- controlled entities, directly or indirectly, at the same level as the applicant (sister companies).
- Entities affiliated with an applicant may therefore be:
- membership, that is, the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, federation or association) than the proposed affiliated entity.
