The European Union (EU) is currently accepting proposals from eligible organisations for its Civil Society Facility Programme 2016, Montenegro in order to strengthen participatory democracies and the EU integration process in Montenegro by empowering civil society to actively take part in decision making and by stimulating an enabling legal and financial environment for civil society.
Priorities
- Actions aiming to empower, and develop capacities of CSOs
- Actions aiming to increase the government’s response to CSOs’ needs
- Actions aiming to improve the level of participation of CSOs in policy-making processes
Size of Grants
Any grant requested under this call for proposals must fall between EUR 200,000 and EUR300,000.
Location
Actions must take place in Montenegro.
Duration
The initial planned duration of an action may not be lower than 24months nor exceed 36 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a civil society organisation
- be a national of Montenegro or national of a Member State of the European Union or the countries covered by Article 10 of the CIR
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- be registered at least 12 months prior to the deadline for submission of project proposals
- if the applicant is a national of an eligible country other than Montenegro, they must have at least one Montenegrin co-applicant and the local capacity development must be strengthened through some proposed activities.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies)are not in any of these situations.
- The lead applicant may act individually or with co-applicant(s). However, the applicant is encouraged to have at least one co-applicant, which should fulfil one or both of the following characteristics:
- be based outside Podgorica,
- be a less developed CSO than the applicant in terms of operational and financial capacity.
