EU Emergency Trust Fund for Africa launches Call for EOIs for Emergency Program for the Stabilization of G5 Sahel Border Areas

The European Union Emergency Trust Fund for Africa for Stability and the Fight against the Root Causes of Irregular Migration and Internally Displaced Persons in Africa has launched a Call for Expressions of Interest for its “Emergency program for the stabilization of G5 Sahel border areas”.

Objectives

• The general objective of the “G5 Sahel Border Stabilization Emergency Program” is to improve the living conditions, resilience and social cohesion of the population vulnerable especially through improved access to water in the most fragile regions G5 Sahel countries.
• The specific objectives are:
  • Pillar 2: Strengthen the livelihoods of agricultural and pastoral populations by sustainably and structurally strengthening resilience to food and nutrition insecurity.
  • Pillar 3: Support local communities and institutions in conflict prevention and strengthening social cohesion.

Grant Information

The overall indicative amount made available under this Call for Demonstration is EUR 62,300,000.

Duration

The expected duration of an action cannot be less than 36 months nor exceed 48 months.

Chad, Mali, Mauritania, Burkina Faso, Niger.

Eligibility Criteria

• Lead Applicant
  • To be eligible for a grant, the lead applicant must:
    • be a legal person and
    • have no profit and
    • be a non-governmental organization;
    • have a PADOR number;
    • be established in a Member State of the European Union (or a Member State of the European Space Economic Community) or in a country as indicated in the basic act of the ACP-EC partnership provided to that Agreement, as amended by Decision n ° 1/2014 of the ACP-EU Council of Ministers of 20 June 2014 (2014/428 / EU), (Eligibility 2014-2020).
    • be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies) and not act as an intermediary
  • The lead applicant must act with one or more co-applicants in accordance with the requirements below. Each proposal submitted to this call for expression of interest must be carried by a consortium of NGOs, ie a lead applicant with at least 2 co-applicants or affiliated entity (minimum 1 local co-applicant per country of intervention – Local NGO). There is no maximum number. The added value of each member of a consortium in terms of expertise, experience or geographical presence must be demonstrated.
    • must demonstrate the implementation of at least 1 project concluded or underway in the least one of the technical fields (pillar 2 or 3) retained in the last 3 years in the targeted region.
    • must have at least prior experience in the last 5 years as a lead applicant in 1 consortium with at least 1 co-applicant and/or entities affiliates.
    • must demonstrate the implementation of at least 1 project in the last 5 years from less EUR 6 million.
  • Consortia must demonstrate the complementarity of their members in terms of technical skills and capabilities and geographic coverage.
• Co-Applicant (s)
  • The co-applicants participate in the development and implementation of the action, and the costs they are eligible in the same way as those borne by the lead applicant.
  • Co-applicants must meet the same eligibility criteria as those applying to lead applicant himself.
• Affiliated entity (ies)
  • The lead applicant and its co-applicants may act with one or more affiliated entities.
  • Only the following entities may be considered affiliated with the Lead Applicant and / or the co-applicant (s):
    • Only entities structurally related to the applicants (the lead applicant or a co-applicant), in particular in capital or legal terms.
    • This structural link mainly encompasses two notions:
      • Control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain forms business:
        • Entities affiliated with an applicant may therefore be:
        • Entities controlled directly or indirectly by the applicant (subsidiary or subsidiary first rank) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second level subsidiaries). This is valid for the other levels control ;
