EU inviting Applicants for Civil Society Organizations (CSOs) and European Instrument for Democracy and Human Rights (EIDHR) Program

The European Union (EU) has announced a call for proposals under its two lots:

• Lot 1 Civil Society Organizations (CSOs)
  • This general call for proposals has the general objective under Lot 1:
    • The overall objective of the action is to enable Civil Society Organizations (CSOs) to act as governance and development actors in the Republic of Guinea to contribute to the improvement of the living conditions of the communities.
  • Specific objectives:
    • • Professionalize and build the capacity of CSOs and / or CSO networks and promote mutual reinforcement with the authorities, especially local authorities, for better local governance in priority areas.
      • Increase the participation of CSOs in effectively promoting the role of women and youth (especially young women) as agents of development and change.
  • Priorities:
    • • Promotion of the economic and social rights of women and youth (including young women) and their empowerment, including through access to resources, productive employment, decent working conditions and financial services.
      • Increase the participation of CSOs in environmental protection, climate change mitigation and adaptation to its various impacts.
      • Increase the participation of CSOs in the prevention and management of irregular migration.
      • Increase the participation of CSOs in prevention, social control, resolution and / or mitigation of risks and vulnerabilities in fragile and conflict-affected areas, particularly in mining areas.
• Lot 2: European Instrument for Democracy and Human Rights (EIDHR)
  • This general call for proposals has the general objective under Lot 2:
    • The general objective of the action is to enable Civil Society Organizations (CSOs) to act as governance and development actors in order to support, in a rights-based approach, on the one hand an environment respectful of human rights and on the other hand, a democratic process still in transition in the Republic of Guinea.
  • Specific objectives:
    • Specific objective 1: to fight and prevent gender-based violence.
    • Specific objective 2: To prevent conflicts and violence related to the electoral cycle.
  • Priorities
    • Specific objective 1
      • Priority 1: Increase the capacity of women’s CSOs working in the fight against gender-based violence against vulnerable groups (women and minors).
    • Specific objective 2
      • Priority 2: Increase the capacity of CSOs in the prevention and mitigation of electoral violence.

Funding Information

Any grant requested under this Call for Proposals must be between the following minimum and maximum amounts:

• Lot 1:
  • minimum amount: EUR 300,000
  • maximum amount: EUR 1,200,000
• Lot 2:
  • minimum amount: EUR 150,000
  • maximum amount: EUR 300,000

Duration

• Lot 1 The expected initial duration of an action can not be less than 24 months nor exceed 48 months.
• Lot 2 The expected initial duration of an action may not be less than 18 months nor greater than 36 months.

Geographic Coverage

The actions must be implemented in the following country: Republic of Guinea.

Eligibility Criteria

• Lot 1
  • Lead Applicant
    • To be eligible for a grant, the lead applicant must:
      • be a legal person and
      • have no profit and
      • belong to one of the following categories of organizations: organization of civil society
      • to be established in a Member State of the European Economic Area (this area includes EU Member States as well as Iceland, Norway and Liechtenstein or the Republic of Guinea, or in a country eligible for this list is provided in Supporting Document No. 1 at the end of this document For British applicants: Please note that the eligibility criteria must be respected throughout the duration of the grant, unless otherwise stated in the eligibility rules. if the United Kingdom withdraws from the European Union during the subsidy period in the absence of an agreement with the EU, in particular to ensure that United Kingdom applicants continue to be eligible, applicants will no longer receive (if possible, to participate) or will be required to leave the project on the basis of Article 12.2 of the General Conditions of the Grant Agreement.

  • Co-applicants
    • The applicant must act with at least one (1) co-applicant. If the applicant is of non-Guinean nationality, at least one of his co-applicants must be of Guinean nationality.
    • The co-applicants participate in the preparation and implementation of the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
    • Co-applicants must meet the same eligibility criteria as those applying to the lead applicant itself.
    • However, in the context of this call for proposals for Lot 1, a local authority may also be a co-applicant only.
• Lot 2
  • To qualify for a grant, the lead applicant must:
    • be a legal person and
    • be non-profit and
    • belong to one of the following categories of organizations: organization of civil society
    • be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (s), and not acting as an intermediary
    • The lead applicant, whether a local NGO or a civil society organization, may act individually or with one or more co-applicants in accordance with the following requirements. If it is established in a Member State of the European Union or in a SADC Member State, the principal applicant must act with the local Guinean co-applicant (s).
  • Co-applicants
    • The co-applicants participate in the definition and implementation of the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must meet eligibility criteria that apply to the lead applicant itself.
• Affiliated entities
  • Lot 1 and Lot 2
    • The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
    • Only the following entities may be considered affiliated to the lead applicant and / or the co-applicant (s):
      • Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
      • This structural link mainly encompasses two notions:
        • control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
          • Entities affiliated with an applicant may therefore be:
            • entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries), and this is valid for other levels of control;
            • entities directly or indirectly controlling the applicant (parent companies). Similarly, they may be entities controlling an entity controlling the applicant;
            • controlled entities, directly or indirectly, at the same level as the applicant (sister companies).
        • membership, that is, the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, federation or association) than the proposed affiliated entity.
