The European Union (EU) has launched a local call for proposals entitled “Civil Society Organisations and Local Authorities (CSO-LA) Development in Sri Lanka” with an aim to strengthen CSOs’ and LAs’ contributions to governance and development processes.
The programme is divided into two lots:
- Lot 1: Civil Society Organisations (CSOs): EUR 2 700 000
- To strengthen CSOs as actors in governance and accountability.
- To strengthen CSOs as partners in promoting social development of women.
- To strengthen CSOs as stakeholders in promoting inclusive and sustainable growth.
- Lot 2: Local Authorities (LAs): EUR 1 600 000
- To support LAs as actors of enhanced local governance.
- To strengthen the capacity of LAs as welfare providers and promoters of inclusive and sustainable growth at local level.
Priorities
- Enhancing efforts to promote a conducive environment for CSOs in partner countries;
- Promoting meaningful and structured participation in programming and policy processes to build stronger governance and accountability at all levels;
- Increasing local CSOs’ capacity to perform their roles as independent development actors more effectively.
Size of Grants
Any grant requested under this call for proposals must fall between EUR450 000 and EUR600 000.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a Civil Society Organisation or Civil Society Organisation Association (for Lot 1)
- be either a Local Authority or National Association of Local Authorities (for Lot 2: LAs)
- be established in Sri Lanka or
- be established in the EU Member States or
- be established in the European Economic Area
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- International Organizations are not eligible to apply under the CSO and LA Calls for Proposals.
- Projects submitted by applicants from Sri Lanka are encouraged so as to promote ownership and strong local leadership.
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application
