EU seeking Proposals to Enhance CSOs’ Contribution to the Governance and Development Process in Jordan

The European Union (EU) is currently accepting proposals from eligible organisations for a program entitled “Enhancing CSOs’ Contribution to the Governance and Development Process in Jordan”.

Objectives

• The global objective of this call for proposals is to enhance the broad-based and inclusive engagement of Civil Society Organizations (CSOs) as actors of governance and sustainable development in Jordan.
• The specific objective(s) of this call for proposals are:
  • Increase the monitoring capacity of public policies by civil society organizations at national and local level in key sectors, such as education, transportation and health.
  • Promote CSOs’ coordinated actions and engagement with communities and authorities at national and governorate levels.
  • Promote gender equality and women’s rights in Jordan, with a special focus on eliminating gender-based violence and enhancing women’s leadership and participation in public life.
  • Increase participation of CSOs in climate-related issues and nature-based approaches.
  • Promote youth participation and empowerment in public life through innovative approaches.

Program Lots

The program is divided into four lots:

• Monitoring Capacity of Public Policies by Civil Society Organizations.
• Gender Equality and Women Participation.
• CSOs’ Capacities and Engagement on Climate-Related Issues and Nature-Based Approaches.
• Youth Participation and Empowerment.

Size of Grants

Any grant requested under  this call for proposals must fall between the following minimum and maximum amounts:

• Lot 1
  • minimum amount: EUR 400,000
  • maximum amount: EUR 400,000
• Lot 2
  • minimum amount: EUR 400,000
  • maximum amount: EUR 400,000
• Lot 3
  • minimum amount: EUR 375,000
  • maximum amount: EUR 375,000
• Lot 4
  • minimum amount: EUR 400,000
  • maximum amount: EUR 400,000

Eligibility Criteria

• Lead applicant
  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person and
    • be non-profit-making and
    • be a non-governmental organisation and
    • be established in a Member State of the European Union or in Jordan and
    • For British applicants: Please be aware that eligibility criteria must be complied with for the entire duration of the grant. Unless sector-specific eligibility rules provide otherwise, if the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, applicants will cease to receive EU funding (while continuing, where possible to participate) or will be required to leave the project on the basis of Article of the grant agreement.
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
  • Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations listed.
• Co-applicant(s)
  • Co-applicants are obligatory under this Call for Proposals. The lead applicant must act with a minimum of two Jordanian co-applicants.
  • The role and responsibilities of the co-applicant(s) must be clearly elaborated in the concept note and the full application.
  • The role of the co-applicant(s) should not be confined to the provision of logistics.
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
• Affiliated entities
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
        • Entities affiliated to an applicant may hence be:
          • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
          • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
          • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
