EU seeking Proposals to Support the Development of the Coffee, Tea and Horticulture Sectors in Tanzania

The European Union (EU) is currently accepting proposals from eligible organizations for a program entitled “Support to the Development of the Coffee, Tea and Horticulture Sectors in Tanzania”.

Objectives

• The global objective of this Call for Proposals is to unlock the potential of the horticulture, coffee and tea value chains, increase the value of safe, high-quality products to local, regional and international markets, and promote private sector development and job creation.
• The two specific objectives of this Call for Proposals are to
  • For AGRI-CONNECT: i) improve small-scale farmers’ income and nutrition through targeted interventions on productivity and production, resource-efficiency, diversity, small scale local value addition and marketing, and nutrition sensitive climate smart agriculture; and
  • For MARK-UP: ii) improve access and compliance with voluntary sustainability standards.

Program Lots

This call for proposals is divided into five (5) lots.

• Lots 1, 2, 3, and 4 respond to the Specific Objective and Result 2.2 of AGRI-CONNECT: “Tea, Coffee and Horticulture Value Chains are developed”.
• Lot 5 responds to the Specific Objective of MARK-UP Tanzania Result Area 2: “Improved access and compliance with voluntary sustainability standards.

Size of Grants

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

• Lot 1 Horticulture Zanzibar:
  • minimum amount: EUR 4,500,000
  • maximum amount: EUR 4,500,000
• Lot 2 Horticulture in above-mentioned selected regions in mainland:
  • minimum amount: EUR 4,000,000
  • maximum amount: EUR 6,000,000
• Lot 3 Coffee in above-mentioned selected regions in mainland:
  • minimum amount: EUR 3,000,000
  • maximum amount: EUR 6,000,000
• Lot 4 Tea in above-mentioned selected regions in mainland:
  • minimum amount: EUR 2,500,000
  • maximum amount: EUR 5,000,000
• Lot 5 National:
  • minimum amount: EUR 2,680,000
  • maximum amount: EUR 2,680,000

Eligibility Criteria

• Lead applicant
  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person and
    • be non-profit-making and
    • be a specific type of organisation such as: civil society organization  (including non-governmental organisation, cooperatives, etc.) local authority, international (inter-governmental) organisation as defined by Article 43 of the rules of application of the EU Financial Regulation  and
    • be established in  a Member State of the European Union or of the European Economic Area, or be in compliance with the rules on nationality and origin as defined in Article 20 of Annex IV to the ACP-EU Partnership Agreement. For British applicants: Please be aware that eligibility criteria must be complied with for the entire duration of the grant. If the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, applicants will cease to receive EU funding (while continuing, where possible to participate) or be required to leave the project on the basis of Article 12.2 of the General Conditions to the grant agreement. This obligation does not apply to international organisations and
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
    •  (for lead applicant only) have sufficient technical capacity demonstrated by:
      • a minimum of five (5) years’ experience related to the types of action and activities eligible under this call and in the thematic area of the grant requested and
      • have been active in the past five years in an ACP Country  and
    •  (for lead applicant only) have stable and sufficient sources of financing demonstrated by having managed resources during the past five years (2014, 2015,2016,2017,2018) of not less than 50% of the grant requested.
    • Lead applicants established in a country other than Tanzania must act together with a co-applicant established in Tanzania.
• Co-applicant(s)
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself. In addition to the categories referred to the following are however also eligible: public sector operators, research institutes.
• Affiliated entity(ies)
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
        • Entities affiliated to an applicant may hence be:
          • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
          • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
          • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
