EU Thematic Program for Civil Society Organizations in the Republic of Guatemala

The European Union (EU) is currently accepting proposals from eligible organisations for  a thematic program entitled “Civil Society Organizations in the Republic of Guatemala” to strengthen the participation of Civil Society Organizations in the definition and implementation of public policies for a more equitable, open, democratic and inclusive society.

The specific objectives of this call for proposals are: to strengthen the contributions of Civil Society Organizations (CSOs) to development and social protection, to the management, prevention and transformation of territorial conflicts, to sovereignty/food security, to the definition and monitoring of public policies and strategies for sustainable development in Guatemala.

Priorities

In line with the objectives set out and within the priorities identified in the European Union Roadmap for commitment to civil society in Guatemala, the priorities of this call are listed below:

• Priority 1: Strengthening spaces for dialogue within civil society (promotion of intersectoral coordination, agendas, strategies, construction of the country agenda).
  • With the purpose of:
    • Promote intra- and intersectoral dialogue for the construction of sectoral and national agendas, prioritizing organizations of young people, women, indigenous peoples and ancestral authorities.
    • Improve the negotiation and political dialogue capacities of new leaders.
    • Improve strategic communication and the strengthening of public opinion to favor the creation of shared agendas on issues of national relevance.
• Priority 2: Strengthening the participation of Civil Society in the identification, preparation, implementation and monitoring of public policies and dialogue with authorities at the central and / or territorial level (in terms of sectoral policies, decentralized policies, municipal policies).
  • In particular:
    • Strengthen civil society on issues of access to information, transparency and the fight against corruption at the national, regional and local levels, aimed at the enforcement, oversight and accountability in public administration and conduct of public officials.
    • Strengthen the capacities of civil society actors to promote the promotion of an equitable and sustainable economic agenda that strengthens the local economic development of non-traditional actors.
• Priority 3: Strengthening the capacities of civil society in:
  • Promote and manage initiatives for protection and social accompaniment of the most vulnerable segments of the population, in conditions and/or at risk of socio-territorial exclusion, with a focus on: livelihoods, sovereignty and food security, health, comprehensive care, both in rural and urban areas.

Size of Grants

The grants requested under this Call for Proposals will be comprised between EUR 300,000.00 and EUR 500,000.00.

Eligibility Criteria

• Principal applicant
  • To qualify for a grant, the principal applicant must:
    • be an organization of the civil society a network of CSOs and;
    • be a legal entity and;
    • not have a profit motive and;
    • have at least 3 years of constitution and have taken regular actions in the areas of the call for at least 3 years prior to the time of submitting the application.
    • be established in Guatemala or in a member state of the European Union or a country of Central America or South America.
    • For British applicants: keep in mind that the eligibility criteria must be met during the entire duration of the grant. Unless the specific eligibility rules for each sector provide otherwise, if the UK withdraws from the EU during the grant period without having reached an agreement with the European Union to ensure, in particular, that British applicants are still being eligible, it will no longer receive EU funding (as long as it continues, if it is possible to participate).
    • be directly responsible, with its co-applicants and affiliated entities, for the preparation and management of the action, and not simply act as intermediary.
• Co-applicants
  • The co-applicants will participate in the design and execution of the action, and the costs incurred will be eligible in the same way as those incurred by the main applicant.
  • Co-applicants must meet the eligibility criteria applicable to the principal applicant.
• Affiliated entities
  • The principal applicant and his / her co-applicant (s) may act with affiliated entities.
  • Only the following entities may be considered entities affiliated with the main applicant or the co-applicant (s):
    • Only entities that have a structural link with the applicants (ie, the main applicant or a co-applicant), especially if the link is legal or capital.
    • This structural link mainly covers two aspects:
      • Control, as defined in Directive 2013/34 / EU on the annual financial statements, consolidated financial statements and other related reports of certain types of companies:
        • Thus, the entities affiliated with an applicant can be:
          • Entities controlled directly or indirectly by the applicant (subsidiary companies or first level subsidiaries). They can also be entities controlled by an entity controlled in turn by the applicant (second level subsidiaries), and the same applies to the following levels of control.
          • Entities that directly or indirectly control the applicants (parent companies). Likewise, they may be entities that control an entity that in turn controls the applicant.
          • Entities under the same direct or indirect control as the applicant (associated companies).
      • Accession, that is, the applicant is legally defined as, for example, network, federation or association in which the proposed affiliated entities also participate, or participates in the same entity (for example, network, federation or association) that the affiliated entities proposed.

How to Apply

• The application procedure consists of two phases:
  • Concept notes
  • Full applications
• In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
