EU-US: Getting to Know Europe, Transatlantic Civil Society Dialogue & Building Partnership on the Future of Work

The European Union (EU) has announced a Call for Proposals for EU-US: Getting to Know Europe, Transatlantic Civil Society Dialogue & Building Partnership on the Future of Work.

Objectives

• The global objective of this call for proposals is threefold:
  • To increase knowledge, understanding, and appreciation of the European Union in the United States, particularly among young people;
  • To increase ties, cooperation and understanding between EU and US civil society groups through dialogue on a wide range of issues in EU-US relations, complementing formal policy dialogue at government level;
  • To reinforce strategic alliance with the United States through the exchange of best practices in the area of the future of work that can feed current EU-US policy dialogues.
• Specific Objectives
  • Lot 1:
    • To develop the next generation of American transatlanticists, including among leaders of minority communities;
    • To promote and raise the visibility of the EU’s international role, policies, values, and cultures in the United States;
    • To build effective digital platforms and campaigns for the dissemination of information about the EU to young audiences as well as for opportunities for EU officials from the Delegation in Washington and from headquarters to engage with such audiences;
    • To grow young Americans’ appreciation of the value and significance of the EU-US transatlantic relationship and partnership.
  • Lot 2:
    • To stimulate dialogue and cooperation between non-governmental organisations, associations, and interest groups, representing a wide range of constituencies in the EU and the US;
    • To increase understanding of joint transatlantic efforts amongst relevant civil society audiences and multipliers from both the EU and US;
    • To improve the feedback loop between policymakers and civil society actors in the EU and US.
  • Lot 3:
    • To stimulate cooperation, mutual learning and the exchange of best policy practice, between administrations and policymakers, non-governmental organisations, associations, researchers, academics, social partners, workers, businesses and SME’s in the EU and the US;
    • To build or reinforce strategic partnerships among key stakeholders;
    • To foster the dialogue between policymakers, civil society and other key actors in the EU and US.

Funding Information

• The overall indicative amount made available under this call for proposals is EUR 1,600,000. The contracting authority reserves the right not to award all available funds.

  • Lot 1- Getting to Know Europe
    • minimum amount: EUR 450,000
    • maximum amount: EUR 500,000
  • Lot 2- Transatlantic Civil Society Dialogues
    • minimum amount: EUR 350,000
    • maximum amount: EUR 400,000
  • Lot 3- Building Partnerships on the Future of Work
    • minimum amount: EUR 150,000
    • maximum amount: EUR 200,000

Duration

The initial planned duration of an action may not exceed 24 months.

Location

Actions must take place in the United States. Actions that cover a wider region of the United States, covering several US states, are strongly encouraged. Whenever relevant, some activities (like Study Tours) can take place in the European Union.

Eligibility Criteria

Lead applicant(s)

• In order to be eligible for a grant, the lead applicant must:
  • Be a legal person and
  • Be non-profit-making and
  • For lot 1, be a specific type of organisation such as: non-governmental organisation (NGO), not-for-profit (NPO) institution including, but not limited to, secondary schools, teachers federations, community colleges, youth groups, universities, think tanks, foundations, professional associations (including labour unions/federations), local community groups, cultural institutions, local associations promoting socio-cultural exchanges across the Atlantic, and other professional training centers, and other civil society organizations such as chambers of commerce. Universities are included among institutions eligible to apply, but any activities supported by the grant should exclusively involve and target members of the local or regional community (i.e. not faculty and/or students) because this Call cannot support any activity that could be construed as academic.
  • For lot 1: be established in the USA in line with article 8.7 of the Common Implementing Regulation (CIR)
  • For lot 2 and lot 3: be a specific type of organisation such as: non-governmental organisation (NGO), not-for-profit (NPO) institution including, but not limited to think tanks, professional associations (including labour unions/federations), business associations and other professional training centers, and other civil society organizations such as chambers of commerce. Universities are included among institutions eligible to apply, but any activities supported by the grant should exclusively involve and target the general public (i.e. not faculty and/or students) because this Call cannot support any activity that could be construed as academic.
  • For lot 2 and lot 3, be established in9 a Member State of the European Union or in the USA and
  • Be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.

Co-applicant(s)

• For lot 2 and lot 3- Applications have to involve at least one EU and one USA organization.
• Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
• Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.

Affiliated entities

• The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
• Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
  • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
  • This structural link encompasses mainly two notions:
    • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
      • Entities affiliated to an applicant may hence be:
        • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
        • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
        • Entities under the same direct or indirect control as the applicant (sister companies).
  • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
