The European Commission (EC) is pleased to announce a call for proposals on Cybercrime to support the European Union (EU) actors in embarking on the actions implementing priorities identified under the EU strategy for a more effective fight against child sexual abuse.
Objectives
Project applications must address one of the following priorities in the areas of the fight against child sexual abuse and exploitation:
- Improving the prevention of child sexual abuse and assistance to victims. This includes actions contributing to the implementation of EU law, taking into account in particular the available assessments (Directive 2011/93 / EU of 13 December 2011 on combating the sexual abuse and sexual exploitation of children and child pornography).
- Developing the capacity of law enforcement and judicial authorities to effectively fight child sexual abuse. This includes, for instance, initiatives to improve the detection and reporting of child sexual abuse online.
Priorities
The present Call for Proposals has two priorities. The present call for proposals aims at funding projects that will provide concrete and hands-on support. For each priority, projects must aim at achieving one or more of the following outcomes:
- Priority 1 – Improving the prevention of child sexual abuse and assistance to victims.
- Develo ping, implementing, and evaluating the effectiveness of prevention initiatives to reduce the incidence of child sexual abuse online and offline, and in particular on programs for offenders and people who fear that they might offend.
- Developing, implementing, and evaluating the effectiveness of initiatives aiming to ensure that victims of child sexual abuse receive appropriate and holistic support.
- Within the further operational context of the proposal, developing research identifying gaps and needs in prevention and victim support. However, the proposal cannot exclusively focus on research, and it must clearly show the link between the proposed research activities and their application in practice.
- Priority 2 – Developing the capacity of law enforcement and judicial authorities to effectively fight child sexual abuse.
- En hancing the capacity of law enforcement and / or judicial authorities to investigate and prosecute child sexual abuse and exploitation, for example through the development, testing and deployment of investigative and forensic tools, for instance to detect child sexual abuse material in a vast number of seized photos or videos, to locate victims or offenders, or to conduct investigations in the darknet or in peer to peer networks.
- Developing technical tools for the purpose of enabling relevant online service providers to prevent (eg safety by design) or proactively detect and report child sexual abuse (known and new child sexual abuse material and grooming) in their encrypted electronic communications services.
- Enhancing the cooperation between private entities and law enforcement and / or judicial authorities, for the purpose of detecting, reporting, investigating and preventing child sexual abuse online.
Funding Information
The available call budget is EUR 16,000,000.
Eligibility Criteria
In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, ie:
- EU Member States (including overseas countries and territories (OCTs)),
- excluding From Denmark,
- non-EU countries: without any limitation as long as relevant for the call
- for proposals in life of their advanced competences.
