DFID Call for Applications: Civil Society Support Programme Phase II

The European Commission has issued a call for proposals to provide funding to address drought resilience and sustainable livelihoods in Kenya.

The aim of this programme is to address drought resilience and sustainable livelihoods through promotion of climate resilient and nutrition sensitive agriculture interventions.

The global objective of this Call for Proposals (CfP) is to:

Contribute towards increased resilience of communities in ASAL areas of Kenya to drought and other effects of climate change.

The specific objective(s) of this call for proposals are to:

1.Enhance food and nutrition security of vulnerable households, especially for women and children.
2.Generate sustainable livelihoods and protect productive assets.

The main expected results for this action are:

Result 1: Productive, climate resilient and nutrition sensitive agriculture and livestock production strategies and measures are implemented.
Result 2: Key productive household assets and community investments are sustainably protected and safeguarded against recurrent droughts and the effects of climate change and recovery capacities are strengthened.
Result 3: County administrative services, cross-sectoral collaboration and local livelihood initiatives are strengthened.

The applicants for this CfP must be able to demonstrate to have regularly carried out activities in the field of development of the kind covered by this programme. Since the county governments are expected to play an important role, their involvement in the development and implementation of the action must be clearly stipulated in the proposed action. In order to realise the desired results, a multi-sector approach should be used in the interventions and all the three result areas must be adequately addressed.
Under this CfP, four lots will be considered, one for each of the targeted counties, i.e.:

Lot 1: West Pokot
Lot 2: Baringo
Lot 3: Tana River
Lot 4: Isiolo

The choice of the geographical target and sectoral themes for the proposals will have to be presented and justified at Concept Note level in the Relevance section on the basis of the following priority criteria. The below criteria apply to all four lots:

i) Historical vulnerability to food and nutrition insecurity; ii) Demonstrated coherence with GOK-EDE and sectoral strategies; iii) Integration and complementarity with the CIDPs/MTP III and ongoing/planned actions in the proposed areas; iv) Demonstrated contribution to food and nutrition security; v) Potential for value chain development and income generation vi) Contribution to peace and stability; vii) Support policy development and institutional building for food and nutrition security.
