The European Commission (EC) has launched a call for proposals to strengthen CSOs as independent actors of good governance and development in their own right, and to contribute to an enabling environment for sustainable development and growth in Tanzania.
Objectives of the Programme and Priority Issues
- This call for proposals is divided in 4 lots:
- Lot 1: Journalists professional capacities
- Specific objective for lot 1:
- To strengthen media professionalism in line with high standards of ethics, accountability, legality and credibility, ensuring balanced and high-quality reporting.
- Priority areas for lot 1 include:
- To enhance professional capacities of journalists, bloggers and media outlets in critical areas of safety, data journalism, investigative reporting, election reporting, process reporting, gender reporting, campaign reporting;
- To enhance Enhance awareness of journalists, bloggers and media outlets of media laws, standards of media independence and the fundamental freedoms i.e. freedom of expression (FoE), right to information (RTI);
- To strengthen awareness and capacity to combat hate speech, intolerance and discrimination, as well as counter false information/disinformation.
- Specific objective for lot 1:
- Lot 2: Youth capacity strengthening and engagement in decision making
- Specific objective for lot 2:
- To strengthen capacity of youth organizations and enhance meaningful youth engagement in decisionmaking processes.
- Priority areas lot 2 include:
- To support and build institutional capacity of youth organizations to enable them effectively manage their organisations and deliver quality programs;
- To support the European Union Delegation in Tanzania in managing a newly established first cohort of Youth Sounding Board (YSB).
- Specific objective for lot 2:
- Lot 3: Advancing the rule of law
- Specific objectives Lot 3:
- To enhance capacities and collaboration between rule of law institutions, Bar Associations and civil society to advance rule of law though accountable, effective and equitable justice system.
- Priority areas for lot 3 include:
- To strengthen the role and capacity of CSO to engage with the government and the courts in all matters affecting legislation, administration and practice of the law in Tanzania;
- To support collaboration between CSO and Bar Associations to deal with public interest litigation and advocate for advancement of legal and policy reforms;
- To strengthen institutional capacity of Bar Associations in Tanzania Mainland and Zanzibar to exercise their mandate and promote professional excellence, in order to ensure access to justice and rule of law.
- Specific objectives Lot 3:
- Lot 4: Public accountability and transparency
- Specific objectives Lot 4:
- To strengthen accountability and inclusive dialogue on financial governance to enhance enabling environment for sustainable development and growth in Tanzania.
- Priority areas for lot 4:
- CSOs and media engagement with decision makers to influence and advocate for transparency and accountability of domestic resource mobilisation, public finance management and fight against corruption;
- Capacity building for domestic accountability actors, including media, to strengthen expertise on fiscal governance and engage effectively in dialogue opportunities including public participation;
- Generation and dissemination of information on public finance to enhance quality of debates and dialogues in Tanzania.

Funding Information
- The overall indicative amount made available under this call for proposals is EUR 6 500 000. The contracting authority reserves the right not to award all available funds.

- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
Duration
- The initial planned duration of an action may not be lower than 24 months nor exceed 48 months.
Types of Activity
- Lot 1: Journalists Professional Capacities
- Indicative activities for lot 1:
- Capacity building activities (training, workshops, and other innovative tools) to strengthen journalist’s professionalism;
- Supporting creativity, innovations and learning to improve the quality, standards and credibility of Journalists in addressing specific themes;
- Increasing capacities to harness digital technologies and alternative media models to counter media capture and support sustainable media;
- Indicative activities for lot 1:
- Lot 2: Youth Capacity Strengthening and Engagement in Decision Making
- Indicative Activities for lot 2:
- Supporting capacity building of young leaders and members of youth organizations, including on leadership, project management and resource mobilization with different tools, such as training and mentorship and others;
- Supporting institutional capacity building of youth led organizations in the areas of governance, development of systems, structures and strategic plans to enhance organisations’ sustainability;
- Financial support to youth led organisations working in the following priority sectors: natural resources management, climate change, green and sustainable cities, blue economy or digital inclusion and youth engagement in decision making;
- Indicative Activities for lot 2:
- Lot 3: Advancing Rule of Law
- Indicative Activities for lot 3:
- Supporting high level Rule of Law policy dialogues and consultations between State Institutions, Bar Associations and CSOs on legal, policy and other strategic reforms for the country;
- Engagement in advocacy, lobbying and whenever possible strategic litigation to advocate for policy and legal reforms to advance rule of law and the compliance of legislation to international law/engagements taken by Tanzania;
- Supporting networks and coalition building of CSOs and bar associations, to advance legal and policy reforms and promote exchange of best practices through regional networks and coalitions.
- Indicative Activities for lot 3:
- Lot 4: Public Accountability and Transparency
- Indicative Activities for lot 4: –
- Conducting public dialogues and debates for CSOs and Media at both national and local level to create more opportunities for public participation and domestic accountability;
- Supporting capacity building activities for domestic accountability actors, both at national and local level, to strengthen expertise on fiscal governance and engage effectively in dialogue opportunities;
- Educating and informing citizens, notably women and youth, on fiscal governance, budget processes as well as financial products that respond better to citizens’ needs.
- Indicative Activities for lot 4: –
Location
- Actions must take place in the following country: United Republic of Tanzania. In duly justified cases, certain activities may take place outside Tanzania.
Eligibility Criteria
- Lead applicant(s)
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and;
- be non-profit-making and;
- be a specific type of organisation such as: a civil society organisation (CSO)6 or an international (inter-governmental) organisation as defined by Article 156 of the EU Financial Regulation
- be established in either; i) a Member State of the European Union or; ii) the United Republic of Tanzania or; iii) in another country which is a eligible under the NDICI – Global Europe. This obligation does not apply to international organisations and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Co-applicants must sign the mandate form.
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
- This structural link encompasses mainly two notions:
- Control on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,) as the proposed affiliated entities.
