European Union CFPs to Promote Citizen Participation in Electoral Processes in Haiti

The European Union (EU) has launched a call for proposals to Promote Citizen Participation in Electoral Processes in Haiti.

The objectives and priorities of this call are consistent with the priorities identified in the Action Plan for Human Rights and Democracy 2018-2020, the recommendations resulting from the European Minion country strategy on human rights and democracy in Haiti and the recommendations of the Roadmap of the European Union for an engagement with the Clyde Society in Haiti 2018-2021.

It takes into account the responses given to the consultations organized by the EU delegation for the attention of civil society in April and October 2020 on the actions identified as priorities for this call.

Priorities

Each of the specific objectives is made up of a batch, the priorities of which are as follows:

• Lot 1: Increasing citizen participation in electoral processes Actions that propose at least 2 of the following priorities will be assessed as more relevant:
  • Sensitize, educate and inform citizens about the democratic cycle, electoral processes and related developments (eg: Constitutional reform);
  • Sensitize citizens on the fundamental principles of democracy, the challenges of electoral processes, voting procedures as well as their rights and duties in electoral matters;
  • Improve citizens’ access to information on candidates and their political proposals;
  • Promote informed voting and the participation of all citizens, in particular women, young people and groups in vulnerable situations (disabled, LGBT +);
  • Promote the active participation of the chile society in the debate relating to the reform of the electoral system / Constitution.
• Lot 2: Improve the transparency, efficiency and credibility of ilectorazoc processes The actions which propose at least 2 of the following priorities will be assessed as more relevant:
  • Strengthen democracy and internal transparency of political parties, promoting the representation of women, young people and vulnerable groups;
  • Promote the role of civil society in the watch, monitoring, accountability and social control of electoral processes;
  • Promote the role of the media in the effective management of coverage of electoral processes (respecting the principles of a bathe approach to lamming rights (participation, non-discrimination, accountability and transparency);
  • Promote the use of new media (blogs, social networks) likely to allow the emergence of a new generation of journalists.

Funding Information

• The overall indicative amount made available under this call for proposals is EUR 800,000. The Contracting Authority reserves the right not to allocate the totality of the funds available. Indicative amount per lot:
  • Lot 1: 400,000 EUR;
  • Lot 2: 400,000 EUR.

Eligibility Criteria

Lead applicant(s)

• Be a legal person or an entity without legal personality or a natural person and
• Be non-profit; and
• Belong to one of the following categories of organizations: non-governmental organization, foundation, association, public sector operator, local authority and;
• Be established in Haiti or in another eligible country as indicated in base breed in and;
• Be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies), and not act as an intermediary and;
• If the applicant is not of Haitian nationality, he is required to have a Haitian co-applicant and a minimum prior work experience of 3 years in Haiti.

Co-applicant(s)

• Co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
• Co-applicants must meet the same eligibility criteria as those which apply to the lead applicant himself.
• Co-applicants must sign the terms of reference.

Affiliated entity(ies)

• The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
• Only the following entities can be considered as affiliated with the lead applicant and / or co-applicant (s):
  • Only entities which have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
  • This structural link! mainly encompasses two concepts:
    • control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of companies:
      • entities affiliated with an applicant can therefore be:
        • entities controlled directly or indirectly by the applicant (subsidiaries or first-rank subsidiaries) or co-controlled by an entire entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries), and this is valid for the other levels of control;
        • entities directly or indirectly controlling the applicant (Mores companies). Thus, it can be entities controlling an entity controlling the requester;
        • controlled entities, directly or indirectly, at the level of the applicant (scours companies).
    • membership, i.e. the applicant is legally a deal as, for example, a network, federation or association of which the proposed affiliate is a member, or the applicant is a member of the same entity (for example, a network, a federation, an association, …) that the affiliated entity proposes.
