European Union: Improving Food & Nutritional Security of Vulnerable Populations in Indian Ocean Region

The European Union is seeking applications for Contribution to the improvement of food and nutritional security of vulnerable populations in the Indian Ocean region program to reduce malnutrition and food insecurity in the Indian Ocean region (Mauritius, Comoros, Madagascar, Seychelles), especially for children aged 0 to 5 years and pregnant women.

This call for proposals is part of the Regional Program for Food and Nutrition Security – FED / 2019 / 040-08 (11th European Development Fund). This 16 million euros program is implemented in partnership with the Indian Ocean Commission (IOC) for a period of 5 years from March 9, 2020.

Objectives

• The general objective of this call for proposals is to help reduce malnutrition and food insecurity in the Indian Ocean region, in particular for children aged 0 to 5 years, adolescent girls and women of childbearing age.
• The specific objectives of this call for proposals are:
  • Specific objective 1 (SO1): Increase and diversify in a sustainable and inclusive manner agricultural production promoting the improvement of the food security of vulnerable populations.
  • Specific objective 2 (SO2): Improve the nutritional situation of children aged 0 to 5, adolescent girls and women of childbearing age (especially pregnant and breastfeeding women).

Priorities

The call for proposals therefore aims to support the following priorities:

• Priority 1: Increase in production / productivity and diversification of production intended for food and nutritional security;
• Priority 2: Improving the nutritional situation of children from 0 to 5 years old, adolescent girls and women of childbearing age (especially pregnant and breastfeeding women).

Funding Information

• The overall indicative amount made available under this call for proposals is EUR 7,000,000.
• Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
  • Lot 1
    • Minimum amount: 500,000 EUR;
    • Maximum amount: 1,500,000 EUR.
  • Lot 2
    • Minimum amount: 100,000 EUR;
    • Maximum amount: 200,000 EUR.
  • Lot 3
    • Minimum amount: 400,000 EUR;
    • Maximum amount: 600,000 EUR.
• Any grant requested under this call for proposals must be between the following minimum and maximum percentages of the total eligible costs of the action:
  • minimum percentage: 75% of the total eligible costs of the action;
  • maximum percentage: 90% of the total eligible costs of the action.

Geographic Coverage

• The actions must be implemented in one of the countries mentioned below, depending on the lot. It is possible to propose an action covering several countries; in this case, the proposal must clearly and precisely mention the relevance and added value of a multi-country action.
• Lots Location (s) of the action:
  • Lot 1 Eligible countries / regions: Mauritius, Madagascar, Comoros, Seychelles. For Madagascar, the actions should preferably be implemented in one or more of the following regions; Analamanga, Itasy and Vakinankaratra.
  • Lot 2 Eligible countries: Mauritius, Seychelles
  • Lot 3 Eligible countries: Madagascar, Comoros

Eligibility Criteria

• Lead Applicant:
  • To be eligible for a grant, the lead applicant must:
    • be a legal person;
    • belong to one of the following categories of organizations: non-governmental organization / association, economic operator such as producer organization / farmers’ organizations / cooperatives / social enterprises, international (intergovernmental) organization as defined in article 156 of the financial regulation of the European Union;
    • be established in a member state of the European Union or of the European Economic Area, or in one of the African, Caribbean and Pacific (ACP) states, or in one of the least developed countries. This obligation does not apply to international organizations;
    • if the applicant is not established in one of the 4 countries targeted by the program (Comoros, Madagascar, Mauritius, Seychelles), he must have established a regular activity for at least three years in one of these countries ( presence of an office / team and implementation of activities / projects on site).
    • be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies), and not act as an intermediary;
    • have sufficient capacity and experience to carry out the grant: the applicant must have performed as an applicant within the past five years (i.e. the project must have been implemented (at less in part) over the period from 1 January 2016 to 31 December 2020) at least one comparable project (project in the field covered by this program and for an amount / funding at least equal to 50% of the amount of the action proposed under this call for proposals) – this criterion does not apply to possible co-applicants.
  • Cannot participate in calls for proposals, nor be beneficiaries of a grant, potential applicants being in one of the situations of the PRAG;
  • The lead applicant can act either individually or with one or more co-applicants.
  • If the grant is awarded, the lead applicant becomes the beneficiary identified as the coordinator
• Co-applicant (s):
  • Co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those borne by the lead applicant.
  • Co-applicants must meet the same eligibility criteria as those which apply to the lead applicant himself.
  • Co-applicants must sign the mandate in Annex A.2, section 5.
  • If the grant is awarded to them, the possible co-applicants become beneficiaries under the action (with the coordinator).
  • Applicants appearing on the EU lists of persons, groups and entities subject to restrictive measures at the time of the award decision cannot be awarded a grant.
• Affiliated Entities:
  • The lead applicant and his or her co-applicant (s) may act with one or more affiliated entities.
  • Only the following entities can be considered as affiliated with the lead applicant and / or the co-applicant (s):
  • Only entities which have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link mainly encompasses two concepts:
    • control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain forms of business:
    • Entities affiliated with an applicant can therefore be:
    • entities controlled directly or indirectly by the applicant (first-tier subsidiaries or subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries), and this is valid for the other levels of control;
    • entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant; (sister companies).
  • membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, a federation or an association,…) than the proposed affiliated entity.
