European Union inviting Proposals for EU4ALL Action

The European Union is inviting proposals for EU4ALL Action programme that will assist local communities/municipalities to support small/medium size interventions which tangibly improve the lives of children in schooling, young and senior citizens, minorities as well as the most vulnerable groups of these communities and to improve accessibility of their public places and buildings through reconstruction and adaptation interventions as well as through provision of needed equipment.

Objectives & Priority Issues

• The specific objective of this call for proposals is: to improve awareness and visibility of EU by implementing small/medium size interventions in local communities in BiH linked to EU projects and/or EU policies.
• The priorities of this call for proposals are:
  • To adapt and/or (re)construct local communities’ facilities and/or public areas and/or provide with needed equipment and/or supplies to be conducive for more comfortable learning/community environment for schooling children, youth, senior citizens, vulnerable groups, and minorities.
  • Thematic events/trainings/workshops, related to various aspects of EU integration process, to be organised in local communities for public institutions as well as for civil society organisations.
  • Awareness raising/promotion activities related to EU integration process to be organised in local communities in Bosnia and Herzegovina with media coverage.

Funding Information

• The overall indicative amount made available under this call for proposals is EUR 2 000 000.
• Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
  • Lot 1:
    • minimum amount: EUR 1 700 000
    • maximum amount: EUR 1 700 000
  • Lot 2:
    • minimum amount: EUR 150 000
    • maximum amount: EUR 150 000
  • Lot 3:
    • minimum amount: EUR 150 000
    • maximum amount: EUR 150 000

Eligibility Criteria

• Lead applicant:
  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person
    • be non-profit-making
    • be a specific type of organisation such as: international (inter-governmental) organisation as defined by Article 156 of the EU Financial Regulation  and Non Governmental Organisation
    • be established in a Member State of the European Union or another IPA II beneficiary, countries for which reciprocal access to external assistance is established by the Commission
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
    • Only for the Lead applicant in Lot 1: have had experience in sub-granting of activities and working at local community level, and have managed a grant contract value of at least 50% of the requested contribution for Lot 1 of this call for proposals.
  • Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations listed.
• Co-applicant(s):
  • The maximum number of co-applicants that could be involved in the action is not limited.
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself, except those specified as applicable only for the lead applicant.
  • If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator).
  • Applicants included in the lists of EU restrictive measures at the moment of the award decision cannot be awarded the contract.
• Affiliated entities:
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
  • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
  • This structural link encompasses mainly two notions:
    • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
    • Entities affiliated to an applicant may hence be:
      • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
      • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
      • Entities under the same direct or indirect control as the applicant (sister companies).
    • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
