The Embassy of Finland calls for applications on the following topics in 2022/2023:
- innovative solutions for recycling in communities
- raising awareness on climate change or biodiversity
- mitigating the loss due to Covid-19
Finnish Local Cooperation Fund (LCF) is a fund managed by the Embassy of Finland in Ukraine. The fund is aimed at supporting local (Ukrainian) public organizations (NGOs). In some cases, other organizations may also apply, research and research institutes, independent media and cultural institutions.
Please note that government organizations cannot apply, but may be partners of NGOs with their own financial contribution and / or in kind.
The project must comply with the goals and principles of official Finnish development policy.
The Embassy encourages applicants to work strategically with other civil society organizations, local authorities and the private sector to increase the sustainability and effectiveness of the project.
Funding Information
- The total a mount of the Fund, from which funds will be allocated for projects, this year is 115,000 euros.
- The proposed projects are usually designed for one or two years.
Selection Criteria
- The Embassy of Finland emphasizes the importance of writing a quality project application.
- Professional competence should be reflected in the quality and clarity of the project application. The most important criterion for selecting project applications is relevance and quality.
- During the selection of project applications, the Embassy tries to maintain a balance between priority topics, as well as the geographical balance within Ukraine.
- The embassy may give preference to new applicants over those who have recently received funding from the Fund. Organizations can receive funding for a maximum of two consecutive years.

Please read the following criteria for a more successful writing of a project application:
- the applicant has the right to submit a project application to the Fund
- the project meets the objectives and principles of Finland's development policy
- one or more cross-cutting objectives of Finland's development policy are taken into account: gender equality, non-discrimination (targeting people with disabilities), climate resilience, low emissions
- the main goal of the project, activities and expected results are clearly stated
- the goals of the project are realistic and clearly defined
- defined indicators for measuring project results
- the budget is realistic and transparent. Excessive budgeting will be perceived negatively in the evaluation process
- the beneficiaries of the project and their needs have been identified
- a comprehensive risk analysis was conducted and measures to reduce them were identified
- the expected long-term results of the project are indicated
- sustainability of activity is taken into account
- experience and ability of the applicant to manage projects
