The project the development of civil society at local level in the Republic of Moldova has announced the launch of the second call for project proposals.
Through the Grant Program Development of local civil society in the Republic of Moldova, funded by the European Union and the Konrad Adenauer Foundation, financial support is provided to regional and local civil society organizations (CSOs) throughout the territory of the Republic of Moldova, in order to support targeted activities. to promote the principles of good governance .
The overall objective of the project is to contribute to the development of Moldovan civil society, which promotes and monitors the transparency and accountability of public institutions. Special attention will be paid to projects that have as their objective the monitoring of the implementation process of the Moldova-EU Association Agreement.
The project proposals must contribute to the development of the principles of good governance in the Republic Moldova. The priority objectives of this financing round are:
- Monitoring public policies, efficiency and effectiveness of use of funds and property;
- Public, of central and local budgeting processes, public procurement, capacity for intervention / reaction of public services, environmental protection in local communities;
- Developing and promoting alternative public policies to improve the process;
- Management of public goods and funds;
- Training of local CSOs in the use of activity monitoring tools to local public authorities, training on how to use the available data;
- Training of local CSOs in monitoring and promoting the implementation process of Association Agreement Moldova-EU;
- Promoting collaboration and partnerships between the public organizations they represent the interests of the local communities and the local public administration or the mass media, in view identifying and solving local problems increase the level of involvement of local level CSOs in strategic development and sustainable in the medium and long term of the community;
- Strengthening the existing thematic alliances of local civil society organizations and / or the creation of new coalitions to facilitate dialogue with other stakeholders;
- Promoting participatory democracy, human rights, the rule of law and a non-discrimination in all sectors of public life;
- Increasing the level of civic education, critical thinking, media education.
Funding Information
The grant program includes three categories of funding: grants for civic initiatives (1,000 – 10,000 euros); grants for regional projects (10,001 – 30,000 euros) and grants for national projects (30,001 – 60,000).
Duration
The duration of the project financing is:
- 6-12 months for civic initiatives and regional projects;
- 12-16 months for national projects.
Eligibility Criteria
- Within the second call for project proposals, the civil society organizations registered in the Republic of Moldova, which operate outside the capital, are eligible. Chisinau, and they are directly responsible for the implementation of the project;
- Organizations based in Chisinau only if the project portfolio demonstrates previous work experience in regions and the project proposal does not involve activities carried out in the capital.
- The beneficiaries of civic initiatives and regional grants within the first Call for proposals projects are eligible for participation in the second call if they demonstrate sufficient resources (time, human, institutional capacity, etc.) for the implementation and reporting of one additional project.
- Political parties, dignitaries, elected local (mayors, councilors), religious associations, individuals and commercial organizations / businesses are not eligible for funding under this grant program.
Eligible Activities
The following (or similar) activities are eligible for the three categories of financing:
- Community mobilization, information and awareness raising campaigns on the solution local problems;
- Public hearings and activities, consultations, debates, mentoring and mentoring sessions training / instruction;
- Activities to identify impediments to community development, dissemination findings / results;
- The analysis of the public policies oriented towards the development of the communities;
- Assessing the efficiency and effectiveness of local authorities;
- Application of monitoring tools (online tools to document,check, measure and report indicators and processes);
- Elaboration and delivery by local civil society organizations of some training modules / sessions in various aspects of policy development and monitoring;
- Printed media, photo, video, online, TV, radio or similar products;
- Networking activities for local civil society organizations in view their involvement in developing their own community and in local decision-making processes;
- Other activities that can contribute effectively to promoting cultural diversity, social cohesion and communication at local and regional level.
Note: Project proposals must include a variety of activities.
Ineligible Activities
The following activities are ineligible (or similar):
- Activities carried out in the capital, with the exception of the project completion events;
- Activities that pursue either exclusively or in particular, individual sponsorships for participating in workshops, seminars, conferences, congresses;
- Activities specifically targeting individual scholarships or training courses;
- Activities that involve the elaboration of theses (bachelor, master or doctor);
- Activities aimed at financing a single conference. Conferences can only be funded if they are part of a series of activities to be implemented over time project;
- Projects that pursue economic profit or non-profit projects that serve the interests of some very limited target groups;
- Activities that support political parties.
