U.S. Department of State Bureau of Population, Refugees, and Migration (PRM) is seeking proposals from organisations for its Global Innovation Programs to promote the Call to Action on Protection from Gender-based Violence (GBV) in Emergencies.
Focus Areas
- Support the Call to Action on Protection from Gender-based Violence in Emergencies to drive change and accountability in the humanitarian response so that all efforts include policies, systems and mechanisms necessary to mitigate GBV risks.
- Improve GBV interventions in humanitarian responses globally by developing and/or revising tools that guide GBV prevention activities, psychosocial response activities, best practices for establishing shelters for survivors of GBV, empowerment activities, best practices for GBV prevention and response in urban/non-camp settings, best practices in legal interventions, best practices for building resilience, and transitioning from relief to development in GBV programming.
- Develop capacity of humanitarian actors on GBV prevention and response.
- Seek to better address specific types of GBV globally, for example sexual exploitation and abuse (SEA), domestic and/or intimate partner violence (IPV), female genital mutilation/cutting (FGM/C), early and forced marriage, etc.
- Seek to better address the particular needs of and/or address the responses available for specific groups of extremely vulnerable survivors of GBV, including children, adolescents, the elderly, persons with disabilities and lesbian, gay, bisexual, transgender, and intersex (LGBTI) individuals, or underserved populations, such as male survivors of GBV.
Funding Information
- Project proposals must not be more than $600,000per year or they will be disqualified.
- Applicants may submit multi-year proposals with activities and budgets that do not exceed three years (36 months) from the proposed start date
Eligibility Criteria
- Nonprofits having a 501(c)(3) status with IRS, other than institutions of higher education;
- Nonprofits without 501(c)(3) status with IRS, other than institutions of higher education;
- Private institutions of higher education;
- Public and State controlled institutions of higher education;
- International Organizations. International multilateral organizations, such as United Nations agencies, should not submit proposals through Grants.gov in response to this Notice of Funding Opportunity announcement.
- Multilateral organizations that are seeking funding for programs relevant to this announcement should contact the PRM Program Officer on or before the closing date of the funding announcement.
- Proposals must have a concrete implementation plan with well-conceived objectives and indicators that are specific, measurable, achievable, relevant and reliable, time-bound, and trackable (SMART), have established baselines, and include at least one outcome or impact indicator per objective; objectives should be clearly linked to the sectors.
- Proposals must adhere to relevant international standards for humanitarian assistance.
- PRM strongly encourages programs that target the needs of potentially vulnerable and underserved groups among the beneficiary population (women; children; adolescents; lesbian, gay, bisexual, transgender, or intersex (LGBTI) individuals; older persons; the sick; persons with disabilities; and other minorities) and can demonstrate what steps have been taken to meet the specific and unique protection and assistance needs of these vulnerable groups effectively.
