The United Nations Development Programme (UNDP) is seeking proposals for its grant program to establish and support a network of Working Groups on Public Safety and Social Cohesion in partner communities of Kherson region.
The purpose of this announcement is to provide information on the competition for grants organized by the UN Program for Reconstruction and Peacebuilding in the areas of social cohesion and public safety for non-governmental organizations operating in the Kherson region, and to explain the procedure for submitting project proposals.
The overall strategy of the competition is to apply a community-based approach to ensure social cohesion and public safety. The competition is held in the following target areas: “Creation and support of the network of Working Groups on Public Safety and Social Cohesion in partner communities of Kherson region”.
Objectives
The main objectives of the project:
- Strengthening the role of the Working Groups on Public Safety and Social Cohesion, established in the partner communities of Kherson region as open dialogue platforms, as well as more active involvement of young people in decision-making processes.
- Supporting leadership and human development at the local level by organizing a system of support for leaders / coordinators in partner communities. Coordinating leaders are expected to receive technical.
- Ensuring timely wide coverage of the content and results of the Working Groups in local and regional media, on the official websites of local governments, other information resources.
Components
Program activities are grouped by the following key components of the Program, which reflect the priority needs of the region:
- Economic Recovery and Reconstruction of Critical Infrastructure;
- Effective local self-government and decentralization reform;
- Public Security and Social Cohesion.
Duration
The duration of the project is up to 12 months in the Kherson region. The implementation of the project will start in March 2022. Completion of the project – no later than March 31, 2023.
Criteria
- Public or charitable organizations that will submit project proposals for this competition must meet the following mandatory requirements:
- be officially registered with the status of a legal entity in the Kherson region and implement their activities in the region for which the application is submitted;
- have the status of a non-profit or charitable organization (non-profit codes 0032, 0034, 0036, 0038, 0039 or 0048);
- have experience of three years in accordance with the theme of the competition (in the field of public safety, community mobilization and development, police and community cooperation on the basis of partnership, social cohesion, gender equality, youth work, peacebuilding, public awareness of the rights and needs of anti-terrorist operation / Environmental protection and other vulnerable groups, assistance to persons who have suffered gender-based violence);
- have proven experience in implementing at least two projects on the subject of the competition and reporting on them;
- have appropriate specialists and project staff for its implementation (project manager, financial specialist / accountant and other specialists according to the needs of the project). If the involvement of specialists is envisaged only if the project proposal is supported, the descriptive application should contain the key requirements for each of the specialists provided by the project (profile education, work experience, etc.).
- have previous experience working with international donors;
- have experience in moderating community development processes (strategic planning, developing community charters and regulations to involve citizens in community governance, mentoring communities in writing grant applications and implementing projects).
- Personnel involved in the project must meet the following requirements:
- the project team should consist of at least: a project coordinator (responsible for the overall coordination of project implementation and submission of relevant reports to the UN Peacebuilding and Reconstruction Program), an accountant (responsible for accounting and financial reporting);
- experience in the public sector for at least three years (for the project manager);
- knowledge of languages – fluency in the Ukrainian language;
- the accountant must have a higher education (related to accounting), experience in the field of accounting for at least two years;
- readiness to implement all rules and regulations of cooperation proposed by the international donor.
