The European Commission is currently accepting proposals in order to contribute to justice through increased accountability for gender-based violations and strengthen the capacities of Guinean CSOs so that they can engage in political dialogue at the national level and in the implementation and monitoring of development plans and programs.
Program Objectives and Priorities
This call for proposals consists of two lots.
- Lot 1
- The overall objective of this lot is to contribute to justice through increased accountability for gender-based violations.
- This lot has the following specific objective(s): to fight against the impunity enjoyed by actors of acts of gender-based violence, while taking into account the principle of “do no harm” (do no harm).
- Within the framework of the first lot, this call for proposals has as priorities:
- Development of a strategy to raise awareness among the population – and (young) men in particular – against violence against women/girls, for respect for human rights and against all forms of violence;
- Sensitization of the authorities and the public at large on the need to guarantee justice for those guilty of crimes of Gender-Based Violence (GBV) including female genital mutilation (FGM) and sexual violence (SV), via the development of communication campaigns;
- Advocate with relevant government authorities to address the increase in GBV cases in the country, to systematically collect GBV-related data, in order to measure the scope of the problem and give it the deserved priority from all points of view (legal, medical, social, cultural);
- Training of authorities, law enforcement (especially outside Conakry), media and social networks on human rights and the procedures to follow to ensure that they are respected, with a focus on GBV /VS/MGF;
- Increase the effectiveness of prosecutions against perpetrators of GBV/SV/FGM included through improved legal assistance for victims.
- Lot 2
- The general objective of this lot is to build the capacities of Guinean CSOs so that they can engage in political dialogue at the national level and in the implementation and monitoring of development plans and programs.
- This lot has the specific objective of creating funding opportunities for CSO projects accompanied by the strengthening of their capacities, in particular those essential to manage these funds in an appropriate manner.
- This call for proposals prioritizes the following activities:
- Creation of a mechanism (window) capable of delivering activities such as:
- Development of regular calls for proposals for micro-projects at the initiative of Guinean CSOs (third-party funding) to be selected/managed by the main contractor through a simplified procedure. A draft procedure will be included in the proposal.
- A draft action plan and timetable will be submitted in the proposal, but it will remain flexible and adaptable. The mapping of Guinean CSOs and their needs will be made available by the EU Delegation in order to specifically target the needs according to the needs (on a thematic or geographical basis) but in general the calls for proposals could focus on thematic areas such as: human rights, inclusion of vulnerable people, empowerment of women and girls, health, employment, youth, environment.
- Capacity building of Guinean CSOs for (non-exhaustive list):
- Access to financial resources made available by national and international partners;
- Manage projects effectively and efficiently, and ensure the impact and sustainability of actions;
- Participate in the formulation, implementation and evaluation of public policies;
- Set up information and/or citizen mobilization campaigns on priority thematic issues (for example: protection of a protected natural area);
- Play the role of citizen control of public action by analyzing: decisions taken at all levels (national, regional, local); the budgets that are allocated and used for implementation, and the impact of such decisions;
- Creation of a mechanism (window) capable of delivering activities such as:
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 2 8 50 000. The Contracting Authority reserves the right not to allocate all available funds.
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- Lot 1:
- minimum amount: EUR 1,250,000
- maximum amount: €1,350,000
- Lot 2:
- minimum amount: EUR 2,300,000
- maximum amount: EUR 2,500,000
- Lot 1:
Duration (for Lot 1 and Lot 2)
- The initial planned duration of an action may not be less than 36 months nor exceed 48 months.
Eligibility Criteria
- lead applicant(s)
- To be eligible for a grant, the lead applicant must:
- be a legal person
- have no profit motive
- belong to the following category: non-governmental organization
- be established in a Member State of the European Union, or in one of the member countries of the OECD
- be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity or entities, and not act as an intermediary
- To be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- For Lot 1, working with Guinean co-applicant(s) is considered an added value.
- For Lot 2, working in a consortium perspective is considered an added value.
- Co-applicants take part in drawing up and implementing the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as apply to the lead applicant itself.
- Co-applicants must sign the mandate form.
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with one or more affiliated entities. Only the following entities can be considered affiliated to the lead applicant and/or co-applicant(s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two notions:
- auditing on annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated with an applicant can therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries). This is valid for the other control levels;
- entities directly or indirectly controlling the applicant (parent companies). Similarly, they may be entities controlling a company controlling the applicant;
- entities at the same level of direct or indirect control as the applicant (sister companies);
- Entities affiliated with an applicant can therefore be:
- membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, a federation or an association,) than the proposed affiliated entity.
- auditing on annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- The lead applicant and its co-applicant(s) may act with one or more affiliated entities. Only the following entities can be considered affiliated to the lead applicant and/or co-applicant(s):
