UNDP announces a grant program for the development of the Network of Working Groups for Public Safety and Recovery in partner communities of Poltava, Kharkiv and Mykolaiv Regions.
This competition was announced for the purpose of selecting a public organization and is aimed at uniting the efforts of the public, representatives of state authorities and local self-government to mobilize communities for recovery and development, identify, discuss and find ways to solve problems and eliminate factors (within the influence of the community), which negatively affect the state of public security and social cohesion.
For this purpose, UNDP practices the use of the public security and social cohesion approach , which provides for the creation and functioning of Working Groups on Public Security and Reconstruction (until February 24, 2022 – Working Groups on Public Security and Social Cohesion) (hereinafter – working groups) – open dialogue platforms uniting active residents of the community, public organizations, representatives of local authorities and self-government, police and law enforcement agencies, social services, and other interested parties. Local leaders/coordinators in each of the target communities carry out coordination of the activities of the working groups, as well as constant communication with the Program’s community mobilization specialists.
The purpose of this competition is also to find active, motivated, experienced and powerful organizations capable of initiating and supporting the activities of the Working Group Network by applying the UNDP approach in the target communities of Poltava, Kharkiv and Mykolaiv regions. One partner organization will be selected in each of the regions.
The main tasks of the project:
The creation of working groups on public safety and recovery in partner communities of Poltava, Kharkiv and Mykolaiv regions as open dialogue platforms will include:
- Leadership support and development of human potential at the local level by organizing a system to support the activities of leaders/coordinators in partner communities. Leaders-coordinators are expected to receive technical, methodological and organizational support for:
- Ensuring timely broad coverage of the contents and results of the working groups’ activities in local and regional media, on the official websites of local self-government bodies, and other information resources.
Expected Results
- The working group on public safety and recovery in each of the target communities is an effective platform for participatory decision-making and coordination between representatives of the public sector, initiative groups, authorities, local self-government, business, security service providers (police, emergency services), social services and other interested parties;
- the leadership potential in the target communities of the project has been strengthened through systematic support of the activities of leaders/coordinators of working groups and differentiated technical, methodological and organizational support;
- an effective system for monitoring activities and encouraging the dissemination of best practices and innovations in the Network of Public Safety and Recovery Working Groups has been created;
- effective mechanisms for ensuring the sustainability of work groups have been worked out, taking into account the local characteristics of each community and the network in general, and coordination mechanisms have been developed at the regional, interregional and/or national levels;
- effective communication was established regarding the content, decisions and results of the working groups, as well as their impact on the life processes in the community through the most convenient communication channels for various audiences, taking into account the local specifics of each community and region;
- The network of working groups on public safety and recovery has acquired a regulatory consolidation, there is a shared vision regarding its development and functioning, as well as coordination mechanisms at the regional, interregional and/or national levels;
- more detailed quantitative indicators regarding the expected results will be worked out together with the organization selected for the competition.
Eligibility Criteria
Public or charitable organizations that will submit project proposals within the framework of this competition must meet the following mandatory requirements:
- Be officially registered with the status of a legal entity in the territory of Poltava, Kharkiv or Mykolaiv regions and implement their activities in the territory of the target communities.
- Have the status of a non-profit or charitable organization (non-profit codes 0032, 0034, 0036, 0038, 0039 or 0048);
- Have work experience of three years or more in accordance with the subject of the competition (in the field of public safety, mobilization and development of communities, interaction between the police and the community on the basis of partnership, social cohesion, gender equality, work with young people, peace-building, raising public awareness of the rights and needs of veterans ATO and OOS and other vulnerable population groups, assistance to people who survived gender-based violence);
- Have proven experience of implementing at least two projects on the subject of the competition and reporting on them;
- Have relevant specialists and project personnel for its implementation (project manager, financial specialist/accountant and other specialists according to the needs of the project). In the event that the involvement of specialists is envisaged only if the project proposal is supported, the descriptive application must contain the key requirements that will be put forward to each of the specialists envisaged by the project (professional education, work experience, etc.).
- Have previous experience of working with the funds of international donors and successful reporting on projects;
- Have experience in moderating processes that promote development in communities (strategic planning, development of community charters and normative legal acts that contribute to the involvement of citizens in community governance, etc., mentoring support for communities in writing grant applications and implementing projects).
- Territories of the competition, requirements for registration and experience of organizations:
- The project, which will be implemented with the funds of this grant competition, is planned for implementation on the territory of the target communities, namely:
- Seven target communities of the Poltava region: Hradizka TG, Kozelshchyna TG, Kremenchuk TG, Lubnenska TG, Myrhorodska TG, Opishnyanska TG, Poltava TG;
- Eight target communities of the Kharkiv region: Pervomaiska TG, Lozivska TG, Zmiivska TG, Novovodolazka TG, Krasnokutska TG, Solonytsivska TG, Oleksiivska TG, Zolochivska TG;
- Eight target communities of the Mykolayiv region : Blagodatnenska TG, Buzka TG, Voznesenska TG, Novobuzka TG, Bashtanska TG, Mostivska TG, Oleksandrivska TG, Pervomaiska TG.
