Grants for Strengthening Kenyan Civil Society Organisations as Actors of Good Governance and Development

The European Commission (EC) is calling for proposals for Strengthening Kenyan Civil Society Organisations as Actors of Good Governance and Development.

Objectives

• The global objective of this call for proposals is to strengthen Kenyan civil society actors as independent actors of good governance and development, and to promote inclusive and safe participation of Kenyan citizens, both offline and online.
• This call is divided into 3 lots:
  • Lot 1: Community-Based and Grassroots Organisations as actors of governance and development
  • Lot 2: Women’s rights and youth organisations as lead actors in preventing and responding to Gender-based violence
  • Lot 3: Civil society as accountability actors in the fight against corruption and impunity
• Specific Objectives
  • Lot 1:
    • The specific objective of this lot are to strengthen the capacities of Community-Based Organisations to reinforce social cohesion, contribute to their communities’ socio-economic development, and amplify the voice of their communities in local and national development processes, with a focus on youth and women-led CBOs.
  • Lot 2:
    • The specific objective of this lot is to ensure freedom from all forms of gender-based violence against women, girls, men and boys.
  • Lot 3:
    • The specific objective for this lot is to strengthen and promote civil society’s role in advancing transparency and access to information to fight (systemic) corruption and impunity, by leveraging on the potential of digital technologies, public education and increased cooperation with state actors.

Priorities

• Lot 1:
  • The priorities of this lot are:
    • to support Community-Based and grassroots organisations, in delivering core activities in line with their mandates and to the benefit of their community members;
    • to provide dignified and empowering capacity-building to CBOs, that enables them to respond to needs of their constituencies/communities and empowers them as actors of governance, both at local and national level.
• Lot 2:
  • The priorities of this lot are:
    • to enhance preventive and response measures, including breaking down negative norms, prejudices and behaviour, focusing on the structural drivers of GBV by reaching out to young boys and girls for sustained transformational change.
    • to work with national and county governments to provide trauma-informed care, psychological and financial support, protection, access to legal services, education and awareness raising.
    • to support gender-responsive programmes that educate and engage young boys and girls on norms and values and mobilise teenagers and community leaders in preventing and tackling teenage pregnancies, early marriage and parenthood, HIV/AIDS and in eradicating FGM in a dignified manner.
• Lot 3:
  • The priorities of this lot are:
    • to support innovative activities, including through the use of digital technologies, that enhance civil society ability to prevent, detect and report on corrupt practices
    • to foster a mentality of responsible state actors and an empowered citizenry, notably through awareness-raising campaigns and education of citizens, in particular youth, as rights holders
    • to increase participation of and cooperation between civil society, independent media and state actors on the fight against corruption, notably the justice sector, anti-corruption bodies and oversight bodies

Funding Information

• The overall indicative amount made available under this call for proposals is EUR 6,060,500.
• Indicative allocation of funds by lots:
  • Lot 1: EUR 2,860,500
  • Lot 2: EUR 2,200,000
  • Lot 3: EUR 1,000,000
• Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
  • Lot 1:
    • minimum amount: EUR 2,860,500
    • maximum amount: EUR 2,860,500
  • Lot 2:
    • minimum amount: EUR 700,000
    • maximum amount: EUR 1,100,000
  • Lot 3:
    • minimum amount: EUR 1,000,000
    • maximum amount: EUR 1,000,000

Eligibility Criteria

• Lead Applicant(s)
  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person
    • be non-profit-making
    • be a civil society organisation and/or their associations
    • be established in a Member State of the European Union or any other country. However, where the lead applicant is not established in Kenya, it must act with minimum two coapplicants established in Kenya
    • be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary
• Co-applicant(s)
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
  • Co-applicants must sign the mandate.
  • If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the coordinator)
• Affiliated entities
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
  • This structural link encompasses mainly two notions:
    • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
      • Entities affiliated to an applicant may hence be:
        • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
        • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
        • Entities under the same direct or indirect control as the applicant (sister companies).
    • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
