The U.S. Embassy Kigali Public Affairs Section (PAS) has currently announced that funding is available through its Public Diplomacy Small Grants Program.
PAS Kigali invites proposals for programs that strengthen cultural ties between the U.S. and Rwanda through cultural and exchange programming that highlights shared values and promotes bilateral cooperation.
Examples of PAS Small Grants Program programs include, but are not limited to:
- Academic and professional lectures, seminars, and speaker programs;
- Artistic and cultural workshops, joint performances, and exhibitions;
- Cultural heritage conservation and preservation programs;
- Professional and academic exchanges and programs;
- Programs to promote vulnerable populations including, girls and women, persons with disabilities, and the LGBTI community;
- Youth entrepreneurship, empowerment, and/or leadership programs;
- Programs that build the capacity of Rwandan media.
Priority Areas
- Advance regional peace and security;
- Increase bilateral economic growth, trade, and investment;
- Promote inclusive country-led development;
- Expand democracy, human rights, media freedom, and access to justice.
Funding Information
Awards may range from a minimum of $2,500 to a maximum of $25,000.
Eligibility Criteria
- Expertise and established relationships with non-governmental organizations (NGOs) that promote inclusion of vulnerable populations and/or local officials in the communities in which the programs will be conducted will be considered favorably;
- All programs must include an American cultural element and/or should increase mutual understanding between the United States and Rwanda.
- The Public Affairs Section encourages applications from all that apply:
- Registered not-for-profit organizations, including think tanks and civil society/nongovernmental organizations with programming experience;
- Civil Society Organizations not yet registered with the Government of Rwanda Individuals;
- Non-profit or governmental educational institutions;
- Governmental institutions.
- In order to be eligible to receive an award, all organizations must have a Data Universal Numbering System (DUNS) number from Dun & Bradstreet, as well as a valid registration on www.SAM.gov;
- Individuals are not required to have a DUNS number or be registered in SAM.gov.
Note: For-profit or commercial entities are not eligible to apply.
Ineligible Activities
The following types of programs are not eligible for funding:
- Programs relating to partisan political activity;
- Charitable or development activities;
- Construction programs;
- Fund-raising campaigns;
- Lobbying for specific legislation or programs
- Scientific research;
- Programs intended primarily for the growth or institutional development of the organization; or
- Programs that duplicate existing programs.
