The Bureau of International Narcotics-Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to: Provide technical assistance to Costa Rica’s Poder Judicial to design and implement a variety of anti-corruption mechanisms that will increase its capacity to deter, detect and prevent corruption in its ranks.
Goal: The goal of this project is to assist Poder Judicial to Strengthen its Capacity to Detect, Deter, and Prevent Corruption.
Objectives
- Poder Judicial Implements Anti-Corruption Detection, Prevention, Enforcement, and Communication Mechanisms: Under this objective, technical assistance will be provided to Poder Judicial through the following activities:
- Develop a Judicial Code of Ethics (“Code of Conduct”): Provide technical assistance to the Poder Judicial Secretariat of Ethics and Values to Create and Implement a “Code of Conduct” for the Judicial Inspection Court
- Distribute Code of Conduct to Poder Judicial Personnel
- Develop an Institutional Disciplinary Structure
- Conduct Trainings on ISO Norms 27001-31001
- Conduct an Assessment of Activities under Objective 1: Technical assistance to assess Activities under Objective 1, including a report of findings and recommendations
- Technical Assistance to Implement Assessment Findings and Recommendations
- Poder Judicial Implements InterAgency Coordinated Crisis Management External Communications Strategy: Under this objective, technical assistance will be provided to Poder Judicial through the following activities:
- Develop Coordinated Institutional Inter-Agency Crisis Management Communications Strategy: Technical assistance to Poder Judicial, OIJ and Ministerio Publico press offices to develop a coherent, effective set of communications strategies to ensure consistent public messaging. This activity will focus on developing key components including but not limited to: Policies and action plans for external communication with the press in crisis situations.
- Develop a Communications Management Manual: Technical Assistance to Develop a Communications Management Manual which should include protocols developed, including but not limited to: Communications manual for press spokespersons; Crisis Management; Branding/reputation guides; Management and use of social media tools which incorporates external protocols and policies.
- Develop a Training Program for Press Office(s) Spokespersons: Develop a training program for staff on the new communications manual. This technical assistance should include curriculum development, materials, teaching methodologies based on best practices in adult education theory, and a sustainable plan for updating & Training of Trainers (TOTs).
- Conduct Trainings for Press Office(s) Spokespersons.
- Develop a Communications Strategy on Poder Judicial Anti-Corruption Efforts for End Users: Technical Assistance to Develop strategies for Press Offices personnel to effectively communicate with system users (community members who interact with investigators, prosecutors and the courts) regarding Poder Judicial anti-corruption efforts and crisis actions.
- Conduct an Assessment of All Activities Under Objective 2: Technical assistance to conduct an assessment of all activities under this objective, including issuing a report with findings and recommendations.
- Implement Assessment Findings and Recommendations: Provide targeted assistance to implement specific assessment report findings and recommendations.

Eligibility Criteria
- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Applicants must also meet the following requirements to be eligible to apply to this NOFO:
- Applicants should have extensive experience implementing similar anti-corruption projects, preferably in Costa Rica; or in Central and South America.
