The U.S. Department of State’s U.S Embassy Islamabad announces an open competition for one assistance award through this Notice of Funding Opportunity (NOFO), contingent on funding availability, through the Public Diplomacy Grants Program to strengthen South Asian civil society participation and climate advocacy at the Conference of Parties (COP) and through other public engagement activities.
Project Goal
- Strengthen South Asian civil society climate advocacy to advance realistic, concrete, and data[1]driven policy recommendations at COP.
Project Objectives
- Objective 1: Establish a cohort of influential civil society leaders throughout South Asia who will advocate for impactful climate policy solutions at the COP.
- Objective 2: Strengthen South Asian civil society partnerships through regular virtual and in[1]person engagements and learning opportunities including courses, workshops, conferences, lectures, press and media engagement, and participation at the COP.
- Objective 3: Amplify civil society climate policy recommendations to local, regional, and international audiences through engagement with policy makers, business leaders, and press and media.
Participants will be selected from Pakistan and at least three of the following South Asian countries: Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka.

Project Audience(s)
- Participants may be influential and established or emerging climate leaders who are employed by, or volunteer for, NGOs, IGOs, academia, think tanks, other civil society organizations, and/or for-profit companies with a demonstrated commitment to climate-focused CSR. Key factors when considering potential participants include:
- Citizenship of and residency in:
- Pakistan
- Bangladesh
- Bhutan
- India
- Maldives
- Nepal
- Sri Lanka
- Ability to inform or influence policy based on the participants’ professional position, academic research or record, or through civil society advocacy.
- Diversity of professional and civil society sectors.
- Representation of underserved or marginalized communities who are especially susceptible to the negative effects of climate change.
- Representation of diverse gender identities.
- Track record of positive and impactful climate action and/or advocacy.

Eligibility Criteria
- The following U.S.-based or Pakistan-based organizations are eligible to apply:
- Not-for-profit organizations
- Civil society/non-governmental organizations
- Think tanks
- Public and private educational institutions
- For-profit entities, even those that may fall into the categories listed above, are not eligible to apply for this NOFO. Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
